Abstract

Prinsip Corporate Governance telah diadopsi di beberapa perusahaan termasuk salah satunya adalah Joint Operating Body Pertamina-Petrochina East Java (JOB P-PEJ). Sebagai BUMN yang bergerak di bidang sumber daya alam minyak dan gas bumi, JOB P-PEJ telah menerapkan prinsip-prinsip dalam Corporate Governance yang salah satunya adalah responsibility. Prinsip ini kemudian melahirkan adanya Corporate Social Responsibility (CSR) yang merupakan bentuk tanggung jawab perusahaan terhadap stakeholdersnya. Pelaksanaan CSR di perusahaan ini juga mengacu pada Undang-Undang dan peraturan yang mengatur tentang CSR yang kemudian diimplementasikan oleh perusahaan melalui pelaksanaan program-program CSR. Kegiatan operasional JOB P-PEJ menimbulkan adanya Flare (api panas) yang dampaknya secara langsung menimpa lingkungan di Desa Rahayu yang merupakan lokasi perusahaan ini berdiri. Oleh karena itu, sudah menjadi kewajiban perusahaan untuk mengimplementasikan program CSR melalui kegiatan yang real sebagai bentuk tanggung jawab sosial dan lingkungan khusunya di Desa Rahayu dalam rangka mewujudkan sustainable development di desa tersebut. Berdasarkan uraian di atas, tujuan penelitian ini adalah untuk mengetahui, mendeskripsikan, dan menganalisis tentang implementasi program CSR JOB P-PEJ di Desa Rahayu dalam mewujudkan sustainable development di bisang lingkungan serta mendeskripsikan dan menganalisis faktor-faktor yang mendukung dan menghambat pelaksanaan program CSR tersebut. Dalam penelitian ini, peneliti menggunakan jenis metode penelitian kualitatif dengan pendekatan deskriptif. Metode analisis yang digunakan adalah melalui metode interaktif Miles dan Huberman. Dalam metode analisis ini terdapat tiga tahapan penelitian yaitu reduksi data, penyajian data dan penarikan kesimpulan/verifikasi. Berdasarkan hasil penelitian, ditemukan bahwa implementasi program CSR di JOB P-PEJ melalui beberapa tahapan yaitu proses perencanaan, penentuan implementor (pelaksana), target group (kelompok sasaran), hasil pelaksanaan, serta outcome atau dampaknya terhadap masyarakat di Desa Rahayu. Adapun program CSR yang dilaksanakan meliputi enam bidang yaitu bidang sosial ekonomi, pendidikan, kesehatan, infrastruktur, kompensasi dan rekonsiliasi, dan government and public relation (kehumasan). Keenam bidang ini banyak membawa dampak positif atau manfaat bagi masyarakat di Desa Rahayu khususnya. Program CSR yang berbasis lingkungan juga telah diimplementasikan oleh JOB P-PEJ mengingat kegiatan operasional perusahaan tersebut secara langsung berhubungan dengan sumber daya alam dan lingkungan. Beberapa program tersebut telah mampu mewujudkan sustainable development di Desa Rahayu serta pelaksanaannya yang dilakukan secara berkelanjutan. Keberhasilan implementasi program CSR JOB P-PEJ dipengaruhi oleh beberapa faktor pendukung serta penghambat. Adapun faktor pendukung berasal dari internal dan eksternal perusahaan. Sedangkan faktor penghambat juga dipengaruhi oleh internal dan eksternal perusahaan. Oleh sebab itu, sangat diperlukan adanya manajemen yang lebih baik dari segi internal maupun eksternal serta hubungan yang lebih baik antar semua aktor yang terlibat dalam implementasi program CSR di JOB P-PEJ agar CSR yang dilaksanakan dapat berhasil dan tepat sasaran.

English Abstract

Principles of Corporate Governance has been adopted in several companies including one of which is the Joint Operating Body Pertamina-PetroChina East Java (JOB P-PEJ). For companies involved in the field of natural resources of oil and gas, JOB P-PEJ has applied the principles of corporate governance in which one of them is a responsibility. This principle gave birth to the existence of Corporate Social Responsibility (CSR) is a form of corporate responsibility towards stakeholders. Implementation of CSR in these companies also refers to the laws and regulations governing CSR is then implemented by the company through the implementation of CSR programs. JOB P-PEJ operational activities gave rise to the Flare (fire hot) which directly impact on the environment override Rahayu village, the site of its formation. Therefore, it is the duty of the company to implement CSR programs through the estate as a form of social and environmental responsibility especially in Rahayu village in order to realize sustainable development in the village. Based on the above, the purpose of this study is to investigate, describe, and analyze on the implementation of CSR programs JOB P-PEJ Rahayu village in realizing sustainable development and the environment in Bisang describe and analyze the factors that support and hinder the implementation of the CSR program. In this study, researchers used a type of qualitative research methods with a descriptive approach. The analytical method used is through an interactive method of Miles and Huberman. In this analysis method, there are three stages of research, namely data reduction, data display and conclusion drawing / verification. Based on the results of the study, it was found that the implementation of CSR programs in JOB P-PEJ through several stages of the planning process, the determination of the implementor (executor), target group (target group), the results of the implementation, and the outcomes or impact on society in Rahayu village. The CSR program is implemented covering six areas: socio-economic, education, health, infrastructure, compensation and reconciliation, and government and public relations (PR). The sixth field is a lot of positive impact or benefit to society in particular Rahayu village. CSR programs are based environment has also been implemented by P-PEJ JOB considering its operating costs are directly related to natural resources and the environment. Some of these programs have been able to realize sustainable development in the Village Rahayu and their implementation on an ongoing basis. Successful implementation of CSR programs JOB P-PEJ influenced by several factors supporting and inhibiting. The supporting factors derived from the companys internal and external. While inhibiting factors also influenced by internal and external company. Therefore, it is necessary to better management of internal and external as well as in terms of better relations between all actors involved in the implementation of CSR programs in P-PEJ JOB that CSR can be implemented successfully and on target.
