Abstract
SIMPEG adalah suatu totalitas yang terpadu terdiri atas perangkat pengolah meliputi pengumpul, prosedur, tenaga pengolah dan perangkat lunak; perangkat penyimpan meliputi pusat data dan bank data serta perangkat komunikasi yang saling berkaitan, ketergantungan dan saling menentukan dalam rangka penyediaan informasi di bidang kepegawaian. SIMPEG berisi data seperti data pokok PNS, data biodata PNS , data gaji, jabatan, pangkat, hubungan keluarga, dan unit kerja. Teori-teori yang digunakan dalam penelitian ini antara lain, Administrasi Kepegawaian dan Pegawai Negeri Sipil karena penelitian ini lebih mengarah terhadap pengelolaan kepegawaian. Selain itu juga menggunakan Teori Sistem Informasi Manajemen dan Sistem Informasi Manajemen Kepegawaian dikarenakan penelitian ini membahas tentang sebuah sistem yang berkaitan dengan pengelolaan kepegawaian. Teori lain yang digunakan adalah Teori Electronic Government yaitu untuk mengetahui bahwa sebuah program dari SIMPEG atau pengelolaan kepegawaian secara elektronik tersebut adalah bagian dari fungsi electronic government. Selain itu juga Teori Program, karena SIMPEG merupakan sebuah program yang dibuat oleh pemerintah untuk mengatasi permasalahan pengelolaan kepegawaian di Indonesia. Hasil penelitian yang diperoleh adalah program SIMPEG ini hanya dapat diakses pada ruang lingkup BKD Kota Malang saja, akan tetapi SKPD lain tidak dapat mengakses data-data kepegawaian di BKD Kota Malang. Pada pelaksanaan aplikasi SIMPEG BKD Kota Malang juga melalui beberapa proses, yaitu melalui tahap persiapan, tahap uji coba, tahap pemeliharaan. Selain itu ada beberapa proses yang juga dilaksnakan oleh BKD Kota Malang dalam pelaksanaan aplikasi SIMPEG antara lain pengumpulan data, pengolahan data, peremajaan data, dan keluaran (hasil). Selain itu ada beberapa faktor penghambat yaitu permasalahan teknis operasional program SIMPEG seperti penggunaan hardware yang berkualitas rendah. Berdasarkan hasil penelitian, penulis merumuskan saran sebagai berikut: 1) melakukan pengembangan aplikasi Sistem Informasi Manajemen Kepegawaian, 2) adanya upaya dan usaha yang maksimal untuk mengaplikasikan secara menyeluruh dan penuh tanggung jawab terhadap aturan, 3) diadakannnya sosialisasi rutin, 4) diadakannya penambahan jumlah sumber daya manusia, 5) Menyediakan ruangan khusus untuk operator atau admin.
English Abstract
SIMPEG is an integrated totality that consists of device processing includes collecting, procedures, processing power and software ; storage device includes a data center and data bank and communication devices that are interrelated, and mutual dependence in order to determine the provision of information in the field of personnel. SIMPEG contains basic data such as the data PNS, PNS Data biographical data, salary data, job title, rank, family relationships, and work units. The theories used in this study, among others, Personnel Administration and the Civil Service because this research is more directed towards the management of personnel. It also uses Management Information Systems Theory and Human Resources Management Information Systems because this study discusses a system and/or programs relating to personnel management. Another theory is the theory used Electronic Government is to know that a program of SIMPEG electronically or management personnel there is part of the function of electronic government. In addition, program theory, because SIMPEG is a program created by the government to overcome the problems of personnel management in Indonesia. The results obtained are SIMPEG applications can only be accessed on the scope of BKD Malang, but also on education others can not access data BKD personnel in Malang. At BKD SIMPEG program execution Malang also through several processes, namely through the preparation phase, test phase, the maintenance phase. In addition there are several processes which also dilaksnakan by BKD Malang in implementation SIMPEG applications include data collection, data processing, rejuvenation of the data, and outputs (results). In addition there are some technical problems inhibiting factor is operational SIMPEG program such as the use of low-quality hardware Based on the results of the study, the authors formulate suggestions as follows:1) to develop an application of Management Information Systems Officer, 2) the effort and apply maximum effort to thoroughly and responsibly to the rule, 3) holding routine socialization, 4) the holding of increasing the number of human resources, 5) Provide a special room for the operator or admin.
