Abstract
Infrastruktur jalan memiliki peranan penting terutama dalam mendukung bidang ekonomi, sosial dan budaya. Dalam dokumentasi hasil pelaksanaan pembangunan kabupaten dan kota di Jawa Timur pada tahun 2015 disebutkan bahwa Panjang jalan raya di Kabupaten Ponorogo yang tergolong jalan kabupaten adalah 916,11 km. Sekitar 49,12 % dari total panjang jalan kabupaten pada tahun 2013 adalah termasuk dalam kategori baik, 24,16 % termasuk dalam kategori sedang, rusak ringan 16,64 % dan rusak berat 10,08 %. Sasaran strategis Ditjen Bina Marga salah satunya adalah kemantapan jalan daerah yang mencapai 70 %. Oleh karena itu, perlu dilakukan usaha-usaha perbaikan terhadap jalan tersebut. Dalam pelaksanaan perbaikan jalan yang dilaksanakan oleh Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Ponorogo menggunakan musyawarah antar pimpinan daerah penentuan prioritas perbaikan jalan. Sedangkan penentuan prioritas perbaikan jalan dengan metode AHP (Analytical Hierarchy Process) – TOPSIS (The Technique for Order of Preference by Similarity to Ideal Solution) mengkombinasikan beberapa faktor yang memepengaruhi dalam prioritas perbaikan jalan antara lain : kondisi jalan baik, kondisi jalan sedang, kondisi jalan rusak, kondisi jalan rusak berat, lalu lintas harian, akses, klasifikasi ruas dan kebijakan bupati. Dari penelitian ini diperoleh nilai akurasi tertinggi sebesar 49.31 % dan nilai akurasi terendah sebesar 32.87 % dikarenakan adanya perubahan struktur matriks perbandingan berpasangan sehingga mengubah bobot kriteria secara signifikan.
English Abstract
Road infrastructure has an important role especially in supporting the economic, social and cultural sectors. In the documentation of the results of development of districts and municipalities in East Java in 2015 mentioned that the length of the highway in Ponorogo belonging to the district road is 916.11 km. Approximately 49.12 % of the total district road length in 2013 is included in either category, 24.16 % included in the moderate category, slightly damaged 16.64 % and heavily damaged 10.08 %. The strategic target of Directorate General of Highways one of them is the stability of the road that reaches 70%. Therefore, efforts should be made to improve the road. In the implementation of road improvements implemented by the Department of Public Works and Spatial Planning of Ponorogo District using deliberation among local leaders prioritizing road improvements. While the prioritization of road improvement by AHP (Analytical Hierarchy Process) method - TOPSIS(The Technique for Order of Preference by Similarity to Ideal Solution) combines several factors that affect the priority of road improvements, among others: good road conditions, medium road conditions, road conditions damaged, heavily damaged road conditions, daily traffic, access, classification of segments and regent policies. From this research obtained the highest accuracy value of 49.31% and the lowest accuracy of 32.87% due to the change in matrix structure of paired comparison so that change the weight of criteria significantly.
