Abstract
Pelindung lingkungan dan konservasi keanekaragaman hayati saat ini adalah salah satu masalah tren di seluruh dunia. Salah satu masalah lingkungan yang mendapat perhatian signifikan dari komunitas internasional adalah perlindungan spesies yang terancam punah. Masalah dalam isi penelitian ini sedang menjelaskan rencana dasar pemerintahan perdagangan pada spesies yang terancam punah di bawah kutipan, maka menjelaskan alasan dan peran kutipan dalam mencegah kepunahan spesies yang terancam punah secara global, khususnya hubungannya dengan pengaturan hukum nasional kita dan Undang-Undang Pembuat Peraturan Nomor 32 Tahun 2009 tentang Pengelolaan Perlindungan dan Lingkungan, yang didasarkan pada pengelompokan sistem konvensi spesies yang dapat diperdagangkan atau tidak dalam Lampiran. Berdasarkan hasil, menunjukkan bahwa CITES adalah peran utama perlindungan lingkungan dan konservasi keanekaragaman hayati dengan membuat aturan perdagangan spesies yang terancam punah flora dan fauna, karena pengelompokan eksklusif spesies langka atau satwa liar yang terkandung dalam Lampiran I, II, dan III, tidak ada lagi kepunahan hewan terjadi lagi. Baru-baru ini, daftar hewan dan tumbuhan yang terancam punah atau langka dalam lampiran terus diperbarui. Selain itu, masih ada beberapa hambatan yang dihadapi oleh CITES dalam upayanya untuk melindungi spesies yang terancam punah seperti aturan yang rumit, kurangnya mekanisme sanksi, dan kemudian non-optimal nasional di beberapa negara peserta. Untuk dioptimalkan, semua mayat di dalam CITES perlu bekerja sama - sangat dan memperkuat kerja sama mereka antara pemerintah peserta, orang-orang di dunia, dan semua organisasi non-pemerintah yang terlibat dalam perlindungan lingkungan dan konservasi keanekaragaman hayati.
English Abstract
The Environmental Protection and Biodiversity Conservation nowadays is one of the worldwide trending issues. One of the environmental issues that received significant attention from the international community is the protection of endangered species. The problem in this research contents is explaining the ground plan of the rule of Trade in Endangered Species under CITES, hence explaining the reason and the role of CITES in preventing the extinction of endangered species globally, in particular of its relation with our national legal arrangements and rule maker Law number 32 of 2009 regarding Protection and Environmental Management, which is based on the convention systems grouping of species that can be traded or not in the Appendix. Based on the results, indicated that CITES is the main role on Environmental Protection and Biodiversity Conservation by making the rule of trade in endangered species wildlife Flora and Fauna, due to the exclusive grouping of rare or wildlife species contained in Appendix I, II, and III, there are no longer animals extinction happen again. Recently, the list of endangered or rare animals and plants in the Appendix is constantly updated. Moreover, there are still some obstacles faced by CITES in its efforts to protect endangered species such as complicated rules, lack of sanction mechanisms, and then non-optimized national on some participant countries. To be optimized, all of bodies inside CITES need cooperate-immensely and strengthen their cooperation between the participants government, people in the world, and all non-governmental organizations engaging in Environmental Protection and Biodiversity Conservation.
