Abstract
Dalam upaya melaksanakan pembangunan desa, pemerintah desa berwenang untuk mengelola sumber-sumber pendapatan desa secara mandiri dengan cara mengoptimalkan pembentukan suatu lembaga ekonomi desa melalui BUMDes. BUMDes adalah badan usaha yang berada di desa tujuannya berkontribusi terhadap PADes. Sebagai salah satu sumber PADes, maka pengelolaan BUMDes harus disesuaikan dengan potensi yang dimiliki oleh desa. Pengaturan tentang BUMDes diatur dalam UU Nomor 6 Tahun 2014 tentang Desa. Peraturan tersebut memberikan peluang yang seluas-luasnya kepeda pemerintah desa untuk mendirikan BUMDes dan mengelola potensi/aset yang dimiliki desa. Desa Punten terletak di Kota Batu Provinsi Jawa Timur memiliki potensi-potensi yang dapat dikembangkan menjadi aset ekonomi desa. Sejalan dengan program pemerintah maka pemerintah Desa Punten bersama masyarakat mengelola aset-aset dan sumber daya ekonomi melalui BUMDes. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif dengan 2 fokus penelitian, yaitu (1) Proses manajemen BUMDes yang meliputi aspek perencanaan, pengorganisasian, pelaksanaan dan pengawasan; (2)Kendala yang mempengaruhi proses manajemen yang dilakukan BUMDes. Sumber data diperoleh dari wawancara, observasi dan dokumen serta dari jenis data primer dan sekunder. Data dikumpulkan melalui teknik wawancara, observasi dan dokumentasi. Analisis data menggunakan analisis data kualitatif menurut Ian Dey (1993). Dari hasil penelitian dapat diketahui bahwa (1)Manajemen BUMDes di Desa Punten sudah direncanakan melalui pola manajemen yang baik meliputi proses perencanaan, pengorganisasian, pelaksanaan dan pengawasan dan keberadaan BUMDes Punten memberikan kontribusi pada PADes; (2) Kendala yang mempengaruhi proses manajemen BUMDes Punten antara lain a) Keterbatasan modal yang dimiliki; b) Kurangnya komunikasi antara pengelola BUMDes dengan warga. Rekomendasi yang dapat diberikan dari hasil penelitian ini adalah dalam hubungan pemerintah antara Pemerintah Kota Batu dengan DPRD Kota Batu dan Pemerintah Desa Punten yakni posisi legal formal organisasi BUMDes di Kota Batu yang belum mendapatkan pengesahan leaglitas kelembagaan oleh Pemerintah Kota Batu. Menjadikan pengharapan besar bagi penulis untuk mendapatkan perhatian dari pihak-pihak yang terkait tentang kejelasan badan hukum BUMDes Punten.
English Abstract
In an effort to carry out village development, the village government is authorized to independently manage village’s income sources by optimizing the establishment of a village economic institution through BUMDes. BUMDes is a business entity located in the village whose purpose is to contribute to PADes (village’s original income). As one source of PADes, the management of BUMDes must be adjusted to the potential of the village. The regulation on BUMDes is regulated of Law Number 6 Year 2014 on Village. The regulation provides the widest possible opportunity for village government to establish BUMDes and manage the potential/assets owned by the village. Punten Village, located in Batu City East Java Province, has potentials that can be developed into village economic assets. In line with the government's program, the village government of Punten together with the community manages the village's assets through BUMDes. This research uses descriptive research design with qualitative approach with 2 research focus, namely (1) BUMDes management process covering planning, organizing, actuating and controlling aspects; (2) Constraints affecting management process conducted by BUMDes. Sources of data were obtained from interviews, observations and documents also from primary and secondary data. Data were collected through interview technique, observation and documentation. Data analysis used qualitative data analysis according to Ian Dey (1993). From the research results, it can be seen that (1) BUMDes management in Punten Village has been planned through a good management pattern including the process of planning, organizing, implementing and supervising so that the existence of BUMDes Punten can contribute to PADes; (2) Constraints affecting the management process of BUMDes Punten include a) Limited capital owned; b) Lack of coordination between BUMDes managers and citizens. Recommendation that can be given based on the results of this research, in the government relationship between Batu City Government and Regional People's Representative Assembly and Punten Village Government, is the formal legal position of BUMDes organization in Batu City which has not yet obtained legalization of institutional legality by Batu City Government. The researcher has a great expectation related to the clarity of BUMdes Punten’s legal entity get attention from the related parties.
