Abstract
Saat ini tren pelajar membawa kendaraan pribadi sudah dianggap biasa namun hal itu juga menimbulkan dilema karena tidak semua pelajar yang membawa kendaraan bermotor untuk ke sekolah sudah memiliki SIM (Surat Izin Mengemudi) fenomena ini akan membahayakan bagi keselamatan para pelajar itu sendiri. Dalam rangka menyelesaikan permasalahan yang ada, pemerintah memberikan inovasi pada kebijakan transportasi publik khususnya bagi pelajar di Kota Surabaya. Program tersebut adalah program Bus Sekolah, Pelayanan Bus Sekolah pada prinsipnya sama dengan pelayanan angkutan umum lainnya, tetapi dengan tujuan penyediaan fasilitas yang di khususkan untuk pendidikan. Saat ini bus sekolah yang beroperasi setiap harinya ada 5 armada dari total 8 armada yang dimiliki dengan memiliki kapasitas sekitar 25 – 30 penumpang setiap armadanya. Dalam penelitian ini digunakan metode penelitian kualitatif dengan pendekatan deskriptif, dengan memfokuskan permasalahan pada Implementasi Progrm Bus Sekolah Gratis menggunakan pendekatan yang diteorikan oleh George C Edward III yaitu terdapat 4 variabel yang sangat menentukan keberhasilan suatu implementasi. Penelitian ini dilakukan melalui observasi, wawancara, serta dokumentasi. Model analisis data yang digunakan adalah model analisis data Miles, Huberman, dan Saldana yang terdiri dari pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan apabila Implementasi kebijakan penyediaan layanan bus sekolah gratis di Kota Surabaya dalam upaya peningkatan pelayanan publik sejauh ini telah berjalan dengan lancar, namun masih terdapat ketidak sesuaian yang terjadi dilapangan. Hal ini dikarenakan belum adanya undang - undang dari pemerintah daerah setempat yang mengatur secara terperinci mengenai pelayanan bus sekolah gratis ini, namun hal ini tidak mengurangi semangat Dinas Perhubungan Kota Surabaya untuk tetap memberikan pelayanan yang terbaik. Saran yang diberikan oleh peneliti yaitu membuat payung hukum yang jelas mengenai bus sekolah gratis serta Melakukan sosialisasi atau publikasi yang lebih gencar lagi kepada masyarakat sehingga secara perlahan diharapkan dapat merubah pola pikir masyarakat.
English Abstract
Nowadays, the student trend of bringing private vehicles to school is considered as normal, but this case also creates a dillema for some student who do not have driving license because this phenomena has a dangerous effect for them. In the order to give a solution, the goverment gave an inovation to the public tranportation policy especially for students in Surabaya. The solution is a program named School Bus program, the service of this program is actually the same with the service of the other transportation, but the purpose is to make a facility with a focus on transportation for education. Until today, there are five out of eight school buses that operate everyday. The capacity of each bus is 25 until 30 passengers. Qualitative method and descriptive approach are used in this research with focusing on the problem of Implementation of Free School Bus Service. This research also used an approach by George C Edward III that has four variables which really determine the success of a policy. This research is done by observing, interviewing, and also taking some documentation. Data analysis model that is used is data analysis by Miles, Huberman, and Saldana which consists of collecting data, condensing data, presentation of data and conclusion. The result shows that the implementation of free school bus service provision policy in Surabaya on the effort of enhancement of public service is running smoothly, but there is still incongruity. It is happened because there is no regulation from the local goverment that rules in detail about the service of the free school bus, but this thing is not affecting the good action of Department of Tranportation in Surabaya to give their very best service. The researcher suggests of creating the clear regulation for this free school bus program. Also, giving a socialization or intense publication to the society in Surabaya in order to make a change in the society‟s mindset slowly.
