Abstract
Riset ini berfokus pada pengelolaan UMKM oleh Dinas Koperasi dan Usaha Mikro terhadap Paguyuban Amangtiwi yang bergerak dibidang kuliner dalam penciptaan pasar. Riset dilakukan pada Dinas Koperasi dan Usaha Mikro Kota Malang serta Paguyuban Amangtiwi dengan menggunakan jenis metode deskriptif kualitatif. Tujuan dari penelitian ini adalah untuk memahami mengenai pengelolaan UMKM pada Paguyuban Amangtiwi dibidang kuliner dalam penciptaan pasar yang berdasarkan pada fungsi dari institusi serta ingin mengetahui kendala-kendala instansi pemerintahan maupun non-pemerintahan dalam mengatasi problematika UMKM. Dalam riset ini, konsep yang digunakan adalah konsep kelembagaan baru mencakup fungsi dari institusi yang digagas oleh Dani Rodrik dan Arvind Subramanian. Peneliti menggunakan tiga metode untuk mengumpulkan data, yaitu: metode observasi, wawancara, dan dokumentasi. Riset yang telah dilakukan oleh peneliti terhadap fungsi institusi, tidak memenuhi salah satu indikator penciptaan pasar yaitu pengaturan pasar. Hasil dari penelitian ini adalah: (1) permasalahan pada pengaturan pasar yang terjadi pada pengelolaan UMKM Paguyuban Amangtiwi dibidang kuliner yaitu permasalahan distribusi, ketidaksempurnaan informasi antara Dinas Koperasi dan Usaha Mikro dengan anggota Paguyuban Amangtiwi serta tidak adanya pendampingan berkelanjutan dari pelatihan-pelatihan yang telah diadakan Dinas Koperasi dan Usaha Mikro; (2) stabilitas pasar yang terjadi di Kota Malang dari tahun 2014 hingga 2016 cukup stabil dan angka inflasi rendah akibat peran dari Perwakilan Bank Indonesia Kota Malang, sehingga Dinas Koperasi dan Usaha Mikro dapat memanfaatkan situasi tersebut untuk mendorong penciptaan pasar pada Paguyuban Amangtiwi yang bergerak dibidang kuliner; (3) legitimasi pasar yang dilakukan Dinas Koperasi dan Usaha Mikro terhadap anggota Paguyuban Amangtiwi khususnya yang bergerak dibidang kuliner sudah baik karena dinas tersebut telah mampu mendorong pelaku UMKM didalam paguyuban tersebut untuk melakukan pengurusan legalitas IUMK dan PIRT, sehingga menimbulkan peningkatan jumlah legalitas pada anggota Paguyuban Amangtiwi dari tahun 2014 hingga 2016.
English Abstract
This research focus on the managing of MSMEs by the Agencies of Cooperatives and Micro Enterprises to Amangtiwi Community which is engaged in culinary sector within the market creation. The research was conducted at the Agencies of Cooperatives and Micro Enterprises of Malang City and Amangtiwi Community by using a descriptive qualitative method. The purpose of this study is to understand the management of MSMEs in Amangtiwi Community in the sector of culinary in the creation of a market based on the function of the institution and want to know the obstcales of government agencies and non-government in overcoming the problematic of MSMEs. In this study, the concept used is a new institutionalism concept including the function of the institution initiated by Dani Rodrik and Arvind Subramanian. Researchers use three methods to collect data, namely: methods of observation, interview, and documentation. Research that has been done by researchers on the function of institution, does not complete one of the indicators of market creation that is market regulation. The result of this research are: (1) problem of market arrangement that happened at management of MSMEs Amangtiwi Community in culinary sector that is distribution problem, imperfection of information between Agencies of Cooperatives and Micro Enterprises with member of Amangtiwi Community and there is no continuous assistance from training which have been held by Agencies of Cooperatives and Micro Enterprises; (2) the market stability in Malang City from 2014 to 2016 is stable and the inflation rate is low due to the role of Bank Indonesia Representative of Malang City, so that the Agencies of Cooperatives and Micro Enterprises can utilize the situation to encourage the creation of market in Amangtiwi Community engaged in culinary; (3) the legitimacy of the market made by the Agencies of Cooperative and Micro Enterprises to members of Amangtiwi Community in particular which is engaged in culinary is good because the service of the agencies has been able to encourage the perpetrators of MSMEs in the community to manage the legality of IUMK and PIRT, thus raising the amount of legality to members Amangtiwi Community of the year 2014 to 2016.
