Abstract
Masalah utama yang menjadi pembahasan dari skripsi ini adalah mengenai pengembangan kapasitas sumber daya aparatur Desa Ngendut Kecamatan Balong Kabupaten Ponorogo. Latar belakang yang diangkat dalam penelitian ini yaitu untuk mengetahui bagaimana usaha pengembangan kapasitas sumber daya aparatur Desa Ngendut yang selama ini diperlukan suatu pengembangan yang disebabkan oleh tingkat pendidikan aparatur desa yang masih tergolong rendah. Tujuan dari penelitian ini yaitu untuk mengetahui, mendeskripsikan, dan menganalisis usaha pengembangan kapasitas sumber daya aparatur desa dan faktor-faktor yang mendukung dan menghambat dalam pengembangan kapasitas sumber daya aparatur desa. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini dibatasi oleh dua fokus yaitu: (1) Pengembangan kapasitas sumber daya aparatur Desa Ngendut; dan (2) Faktor pendukung dan penghambat dalam pengembangan kapasitas sumber daya aparatur Desa Ngendut. Analisis data yang digunakan adalah analisis data interaktif Miles and Huberman dengan tahapan kondensasi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Hasil dari penelitian menunjukkan bahwa pengembangan kapasitas sumber daya aparatur Desa Ngendut meliputi pelatihan, gaji, kondisi kerja, dan rekrutmen. Faktor pendukung pengembangan kapasitas sumber daya aparatur desa yaitu adanya komitmen bersama antara Kepala Desa dengan Perangkat Desa dan kepemimpinan kepala desa. Sedangkan faktor penghambat dalam pengembangan kapasitas yaitu kurangnya motivasi kerja aparatur desa dan kurangnya anggaran pengembangan kapasitas sumber daya aparatur desa. Rekomendasi yang diberikan dari hasil penelitian ini adalah perlu adanya motivasi kerja bagi aparatur desa yaitu dengan cara menerapkan sistem reward dan punishment, pemerintah desa harus memberikan anggaran lebih banyak untuk kegiatan pengembangan kapasitas sumber daya aparatur desa dengan tujuan agar kinerja aparatur desa menjadi lebih meningkat karena aparatur desa menjadi kunci dalam suksesnya penyelenggaraan pemerintah desa, Pemerintah Desa harus membagi anggaran untuk pembangunan fisik dan non fisik khususnya untuk pembangunan kapasitas sumber daya aparatur desa.
English Abstract
The main problem that became the discussion of this bachelor theses is about the development of human resource capacity apparatus Ngendut village Balong Subdistrict in Ponorogo district. The background of the adoption in this research is to know how the resources capacity building business village apparatus Ngendut that during this is required a development that is caused by the level of education of village apparatus is still considered low. The purpose of this research is to know, describing and analyzing resources capacity development business village apparatus and the factors that support and inhibit the development of human resource capacity village apparatus. This research uses a type of descriptive research with qualitative approach. This research is limited by two focus: (1) the development of human resource capacity apparatus Ngendut village; and (2) supporters and inhibiting factors in the development of the capacity of the apparatus Ngendut village resources. Analysis of the data that is used is an interactive data analysis Miles and Huberman with stages condensing data, presentation of data and the withdrawal of the conclusion or verification. The results of the study showed that the development of the capacity of the apparatus Ngendut village resources include training, salaries, working conditions, and recruitment. Factors supporting the development of human resource capacity village apparatus that is a shared commitment between head of the village and the village apparatus, and leadership head of the village. While the resistance factors in the development of the capacity is a lack of rural the village apparatus, and the lack of budget capacity building of the village apparatus. The recommendations given from the results of this research is the need of addition of matter related resources capacity building program village apparatus especially there need to be work motivation for the village apparatus that is by applying the reward and punishment system for the village aparatus, the village government should provide more budget for capacity building activities of village apparatus resources in order to improve the performance of rural apparatus because the village apparatus is key in the successful implementation of fillage government, the village government should divide the budget for physical and non physical development especially for capacity building of the village apparatus.
