Abstract
Latar belakang penelitian ini adalah belimbing Dewa sebagai sumberdaya lokal di Kota Depok terancam punah. Tidak adanya regulasi yang melindungi sumberdaya lokal tersebut dan alih fungsi lahan yang tinggi menyebabkan jumlah tanaman belimbing dan produksinya semakin berkurang. Begitupun sejumlah petani belimbing beralih profesi ke non-pertanian. Secara nasional jumlah rumah tangga usaha pertanian yang mengalami penurunan terbesar terjadi di subsektor hortikultura sebesar 37,4% (Sensus Pertanian Tahun 2013). Kepala daerah terpilih juga telah mem-branding kota dengan tagline “friendly city” menggantikan ikon belimbing Dewa. Orientasi dan dukungan pemerintah terhadap belimbing Dewa pun makin memudar. Payung hukum untuk pembangunan pertanian hortikultura pun belum menjadi acuan dalam pembangunan pertanian di tiap daerah. Oleh karena itu pemerintah Kota Depok, khususnya DKP3, perlu menyusun rencana pembangunan pertanian hortikultura berbasis sumberdaya lokal agar mampu mempertahankan sumberdaya lokal sekaligus meningkatkannya untuk kesejahteraan masyarakat. Tujuan penelitian ini adalah mendeskripsikan dan menganalisis tentang penyusunan rencana pembangunan pertanian hortikultura berbasis sumberdaya lokal di Kota Depok serta faktor-faktor yang mendukung dan yang menghambat perencanaan tersebut. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Analisis yang digunakan dalam penelitian ini mengacu pada Model Interaktif melalui tiga jalur kegiatan yang terjadi secara bersamaan yaitu kondensasi data, penyajian data dan konklusi. Sejauh ini hasil penelitian menunjukkan bahwa penyusunan rencana pembangunan pertanian hortikultura berbasis sumberdaya lokal belum berjalan baik. Meskipun didukung oleh banyak faktor namun terdapat kendala dalam tahapan-tahapannya yaitu pertama, isu alih fungsi lahan yang tidak pernah terangkat ke permukaan; kedua, upaya pengawalan isu pertanian di tingkat musrenbang oleh DKP3 Kota Depok belum optimal; ketiga, tidak ada upaya pembaruan data lapangan, baik oleh penyuluh maupun petani; dan keempat, prioritas DKP3 Kota Depok lebih ke arah kegiatan KRPL. Faktor-faktor yang mendukung perencanaan pembangunan pertanian hortikultura berbasis sumberdaya lokal mencakup lingkungan internal kantor yang kondusif, petani terbina, petugas lapangan yang aktif, tim perencanaan yang kompak, penggunaan teknologi terkini, dan anggaran yang memadai; sedangkan faktor-faktor yang menghambat perencanaannya yaitu alih fungsi lahan yang menggerus sumberdaya lokal, petani yang tidak terbina, data yang tidak update, dan komitmen kepala daerah yang lemah terhadap sumberdaya lokal.
English Abstract
The background of this study is that Dewa Starfruit as a local resource in Depok City is threatened with extinction. The absence of regulations that protect these local resources and high rate of land use conversion causes decreasing number of starfruit plants and production. Starfruit farmers tend to switch professions to non-agricultural occupations. In national level, the largest number of agricultural business households experienced the greatest decline in horticulture subsector by 37.4% (Agricultural Census 2013). The elected regional head has branded Depok City with the tagline "friendly city" replacing Dewa Starfruit. The government's orientation and support for Dewa starfruit is fading away. The laws for development of horticulture has not become a reference in horticultural development in each region. Therefore, Depok City Government, especially DKP3, need to develop local resource-based horticultural development plan in order to be able to maintain local resources while improving it for society welfare. The purpose of this study is to describe and analyze the development of local resource-based horticultural development plan in Depok City as well as the factors that support and inhibit the planning. The type of research used is descriptive research with qualitative approach. The analysis used in this study refers to the Interactive Model through three simultaneous activity paths namely data condensation, data presentation and conclusion. Research result indicate that the development of local resource-based horticultural development plans has not gone well. Despite various supporting factors, there are existing inhibiting factors which are first, land use conversion had never been discussed; second, DKP3 Depok City efforts to safeguard agricultural issues in musrenbang has not been optimal; third, no field data update, either by counseling workers or farmers; fourth, DKP3 Depok City prioritized KRPL activity. Factors supporting local resource-based horticulture development planning include conducive office internal environment, educated farmers, active field officers, compact planning team, up-to-date technology use, and adequate budget; while the factors that inhibit the planning were land conversion that eroded local resources, uneducated farmers, non-updating data, and weak local head commitment to local resources.
