Abstract

Data dari Dinas Perindustrian dan Perdagangan Kota Kediri (2016) menunjukkan bahwa kapasitas produksi tahu ratarata sebanyak 25.806.000 biji tahu per tahun. Kemudahan pengolahan tahu mendorong semakin banyaknya industri kecil dan menengah untuk mengolah tahu menjadi berbagai macam produk olahan. Salah satu produk olahan tahu yang ada di Kota Kediri yaitu stik tahu. Di Kota Kediri, khususnya Keluruhan Tinalan terdapat 7 UKM yang memproduksi tahu basah, sedangkan UKM yang memproduksi tahu dan stik tahu berjumlah 2 UKM serta UKM yang memproduksi stik tahu terdapat 3 UKM. Salah satu UKM yang memproduksi stik tahu adalah UKM Wijaya Kembar. UKM Wijaya Kembar mempunyai kapasitas produksi yaitu 14 kg/hari bahan baku yang digunakan. Permasalahan yang dihadapi oleh UKM Wijaya Kembar yaitu keterbatasan jumlah produksi stik tahu sehingga tidak dapat memenuhi permintaan pasar. Oleh karena itu, diperlukan analisis kelembagaan rantai pasok untuk meningkatkan koordinasi dan kinerja lembaga rantai pasokan serta menjamin ketersediaan dan kontinuitas produk sehingga dapat memenuhi permintaan pasar. Metode yang digunakan untuk menganalisis tentang kelembagaan rantai pasok yaitu Interpretive Structural Modelling (ISM). Elemen yang digunakan dalam penelitian ini yaitu 4 elemen dari 9 elemen dalam program kelembagaan karena berperan secara dominan dan dapat segera diterapkan dalam kegiatan rantai pasok di UKM Wijaya Kembar. Elemen-elemen yang dianalisis terdiri dari elemen kebutuhan, kendala, tujuan dan lembaga yang terlibat. Penelitian ini menggunakan 4 pakar yaitu pemilik UKM, Dinas Koperasi, Usaha Mikro dan Tenaga ix Kerja, Dinas Perindustrian dan Perdagangan, serta dosen Teknologi Industri Pertanian. Hasil analisis dengan menggunakan metode ISM diketahui lembaga yang terlibat dalam rantai pasok stik tahu di UKM Wijaya Kembar yaitu tengkulak, UKM Wijaya Kembar, agen, retailer dan pemerintah. Sub-elemen kunci pada elemen kebutuhan meliputi bahan baku yang berkualitas, ketersediaan modal untuk produksi, tenaga kerja yang terampil, dan strategi pemasaran produk yang sesuai berada pada sektor linkage yang mempengaruhi ketersediaan produk dipasaran terjamin yang berada pada sektor dependent. Sub-elemen kunci pada elemen kendala yaitu keterbatasan modal untuk produksi yang berada pada sektor independent. Keseluruhan sub-elemen tujuan menjadi sub-elemen kunci yang berada pada sektor linkage sehingga saling mempengaruhi satu sama lain. Subelemen kunci pada lembaga yang terlibat yaitu pemerintah yang berada pada sektor independent yang mempengaruhi tengkulak, UKM Wijaya Kembar, agen dan retailer yang berada pada sektor linkage.

English Abstract

Data from the Department of Industry and Commerce Kediri City (2016) shows that the production capacity of tofu in average of 25.806.000 seeds per year. The convenience of tofu processing encourages small and medium industries to process tofu into a variety of processed products. One of the products of tofu that exist in Kediri is tofu sticks. In Kediri City, especially Tinalan village there are 7 SMEs producing wet tofu, while SMEs that produce tofu and tofu sticks amount to 2 SMEs and SMEs that produce tofu sticks only are 3 SMEs. One of the SMEs that produce tofu sticks is SME Wijaya Kembar. SME Wijaya Kembar has production capacity of 14 kg / day of raw materials used. The problem faced by SME Wijaya Kembar is the limited number of production of tofu sticks so it can not meet market demand. Therefore, a supply chain institutional analysis is needed to improve the coordination and performance of supply chain institutions and ensure the availability and continuity of products to meet market demand. The method used to analyze the institutional supply chain is Interpretive Structural Modeling (ISM). The elements used in this study are 4 elements of the 9 elements in the institutional program because it is dominant and can be immediately applied in the supply chain activities in SMEs Wijaya Kembar. The elements analyzed consist of needs, constraints, objectives and institutions involved. This study used 4 experts, which are owners of SMEs, Department of Cooperatives, Micro and Labor, Industry and Commerce, and lecturer of Industrial Technology of Agriculture. xi The result of the analysis using ISM method is known to the institutions involved in supply chain applied in SME Wijaya Kembar such as supplier, owner of SMEs Wijaya Kembar, agent, retailer and government. The key sub-elements of the needs element include qualified raw materials, availability of capital for production, skilled labor, and appropriate product marketing strategies in the linkage of sector affecting the availability of secured products in the dependent sector. A key sub-element of the constraint element is the limited capital for production in the independent sector. All sub-elements of destination become the key sub-elements that are in the sector of linkage so as to influence each other. The key sub-elements of the institutions involved are the government that is in the independent sector affecting the supplier, SMEs Wijaya Kembar, agents and retailers located in the linkage sector.
