Abstract

Uni Eropa (European Union) adalah salah satu organisasi regional terbesar di dunia. Beberapa kali ia diguncang oleh krisis namun tidak membuat anggotanya melakukan penarikan diri. Ketika masa krisis telah usai justru muncul kabar yang mengejutkan ketika Inggris menyatakan akan keluar dari Uni Eropa. Akhirnya pada Juli 2016 pemerintah Inggris mengadakan sebuah referendum untuk menanyakan pendapat masyarakat mengenai keberlanjutan keanggotaan. Bentuk pertanyaan dibuat singkat dan sederhana, yakni antara leave dan remain dari Uni Eropa. Hasil referendum memberikan angka kemenangan yang tipis untuk kubu leave. David Cameron kemudian mengundurkan diri dari jabatan Perdana Menteri dan digantikan oleh Theresa May yang sebelumnya menjabat Menteri Dalam Negeri. May sejatinya adalah pendukung kubu remain, namun ia menjadikan upaya brexit sebagai agenda politik kabinetnya untuk menghargai demokrasi rakyat dari referendum. Namun dalam usahanya May harus mendapatkan legalitas tindakan melalui suatu kebijakan luar negeri. May kemudian mengajukan RUU kepada parlemen, yang terdiri dari House of Commons dan House of Lords, yang berisikan kebijakan untuk keluar dari Uni Eropa dengan mengacu pada pasal 50 Treaty of European Union (TEU). Akhirnya setelah melalui proses birokrasi politik dalam tubuh pemerintahan, keluarlah kebijakan untuk keluar dari Uni Eropa dengan nama European Union (withdrawal) Act. Penelitian ini cenderung pada Analitik Deskriptis. Sehingga penjelasan difokuskan pada komponen utama. Metode penelitian ini menggunakan pengambilan data primer dan sekunder.

English Abstract

The European Union is one of the largest regional organizations in the world. Several times he was shaken by a crisis but did not make his members make a withdrawal. By the time the crisis was over it had come a shocking news when Britain declared it would leave the EU. Finally in July 2016 the British government held a referendum to ask the public opinion on the sustainability of membership. The question form is made short and simple, ie between leave and remain of the European Union. The results of the referendum gave a thin winning number for the leave. David Cameron later resigned from the post of Prime Minister and was replaced by Theresa May who previously plundered the Minister of the Interior. May is actually a supporter of the remainders, but he made the effort of the brexit as his cabinet's political agenda to appreciate people's democracy from the referendum. But in May's efforts must get the legality of action through a foreign policy. May then submits a bill to parliament, which consists of the House of Commons and the House of Lords, which contains a policy of exit from the EU with reference to article 50 of the Treaty of European Union (TEU). Finally after going through the process of political bureaucracy in the body of government, exit the policy to get out of the European Union under the name of the European Union (withdrawal) Act. This study tends to be analytic descriptive. So the explanation is focused on the main component. This research method using primary and secondary data retrieval.
