Abstract

Penelitian ini berlatar belakang dari adanya realitas diskriminasi yang masih terjadi pada penyandang disabilitas netra dalam Pemilu dan menariknya ditengah diskriminasi yang dialami tersebut penyandang disabilitas netra masih melakukan partisipasinya di Pemilu. Fokus penenitian ini adalah pada partisipasi politik yang dilakukan penyandang disabilitas netra dalam memilih pemimpin di Pilkada 2015. Tujuanya dari penelitian ini adalah untuk menjelaskan partisipasi politik disabilitas netra yang tergabung dalam Pertuni Kabupaten Malang dalam Pilkada 2015yang ada pada partisipasi mereka pada saat memilih pemimpin di Pilkada 2015. Penelitian ini menggunakan konsep milik Herbert Mc Closky tentang partisipasi politik. Konsep tersebut digunakan dalam penelitian ini karena menggambarkan realitas yang terjadi pada penyandang disabilitas netra pada saat berpartisipasi di Pemilu. Metode yang digunakan dalam peelitian ini adalah kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data dalam penelitian ini adalah wawancara, observasi, dan dokumentasi agar penggalian data lebih detail. Kemudian teknik pengumpulan informan dalam penelitian ini adalah porposive sampling, karena memfokuskan pada ciri-ciri subyek yang berkaitan dengan penelitian ini. Hasil dari penelitian ini adalah penyandang disabilitas netra melakukan partisipasi politik dalam Pemilu dengan dasar sebagai warga Negara Indonesia. Mereka melakukan partisipasi politiknya terlihat mulai dari mereka berusaha mencari informasi tentang calon pemimpin, kemudian adanya proses diskusi dengan teman, dan juga mereka memilih pemimpin dengan melihat visi dan misi yang dimiliki pemimpin tersebut. Penyandang disabilitas netra memilih dengan dasar agar kehidupan mereka lebih baik, dan juga untuk kepentingan kelompok mereka. Selain itu adanya campur tangan dari pihak partai yang akan dipilih yang mempengaruhi perilaku partisipasi politik disabilitas netra di PILKADA 2015. Hal tersebut merupakan bukti bahwa penyandang tuna netra melakukan partisipasi politiknya dengan kesadaran penuh serta sukarela dan juga dengan tujuan secara tidak langsung untuk merumuskan kebijakan publik pemerintah.

English Abstract

The research behind the relity of discrimination still occurs on persons with disability make in the election and withdraw it admid the discrimination experienced by the persons with blind disability still do the participation in the election. This research focus is on political participation is done blind disabilities in choosing leaders in Pilkada 2015. The purpose of this research is to explain the political participation of people blind disability members of Pertuni at the time of choosing leaders in elections 2015. This research uses the concept of belonging to Herbert Mc Closky about political participation. The concept used in this study because it depicts a reality that occurs in persons with disability blind at the time participated in the election. Methods used in this is the outstanding research into the qualitative approach with case studies. Engineering data collection in this research is the interview, observation, and documentation in order to make data mining more detail. Then gathering techniques informants in this study was porposive sampling, because it focuses on the characteristics of the subjects related to this research The results of this research are the disabled, blind disability do political participation in elections on the basis of as citizens of Indonesia. They make political participation look ranging from those trying to find information about prospective leaders, then the existence of a process of discussion with friends, and also they choose leaders to look at the vision and mission of the leaders owned. Persons with disability to make basic choices in order to make their lives better, and also to the interests of their group. In addition the presence of interference from the party will be chosen which affect the behavior of political participation in ELECTIONS to make disability 2015. It is evidence that people with tuna netra do political participation with full awareness and voluntary and also with the intention of indirectly to formulate public policies of the Government.
