Abstract

Amerika Serikat pada tahun 2014 membuat keputusan untuk menghapus sebagian embargo senjata ke Vietnam yang sudah dikenakan oleh Amerika Serikat sejak berakhirnya perang Vietnam. Penghapusan sebagian embargo tersebut dilakukan agar Vietnam dapat meningkatkan keamanan serta kapasitas maritimnya. Kemudian pada tahun 2016, Amerika Serikat memutuskan untuk menghapus sepenuhnya embargo senjata ke Vietnam yang dilakukan untuk menormalisasi hubungan antara Amerika Serikat dan Vietnam serta agar Vietnam memiliki akses kepada peralatan yang mereka butuhkan untuk mempertahankan dirinya. Penelitian ini akan membahas mengenai apa kepentingan nasional Amerika Serikat dalam memutuskan untuk menghapus sepenuhnya embargo senjata ke Vietnam pada tahun 2016 serta kepentingan apakah yang paling dominan yang mempengaruhi Amerika Serikat dalam memutuskan hal tersebut. Penelitian ini akan menggunakan konsep kepentingan nasional milik Donald E. Nuechterlein untuk mengidentifikasi kepentingan dasar Amerika serikat terkait isu penghapusan embargo senjata ke Vietnam pada tahun 2016 serta dengan mengidentifikasi value factors dan cost factors yang ada disetiap kepentingan dasar tersebut, maka akan didapatkan intensitas kepentingan dasarnya sehingga dapat diketahui kepentingan apa yang paling mempengaruhi Amerika Serikat untuk menghapus embargo senjata ke Vietnam pada tahun 2016.

English Abstract

Unites States in 2014 decided to make a decision to partially lift arms embargo to Vietnam that has been in place since the end of Vietnam War. The partial lift of the embargo was intended so that Vietnam can improve their maritime security and capacity. Then, in 2016, United States make a decision to fully lift the arms embargo to Vietnam intended to normalize the relations between United States and Vietnam as well as so that Vietnam can have access to the equipment they need to defend themselves. This research will discuss about what is the national interests of the United States in deciding to fully lift the arms embargo to Vietnam in 2016 as well as which is the most dominant interests that influence United States to make that decision. This research will use the concept of national interest by Donald E. Nuechterlein to identify the basic interest related to the issue of the lifting of Vietnam arms embargo in 2016 as well as with identifying the value factors and cost factors in each of the basic interest, will be obtained the intensity of the basic interest so it can be seen which interests is affecting United States the most to lift the arms embargo to Vietnam in 2016.
