Abstract
Penelitian ini bertujuan untuk mengetahui bagaimana efektifitas pasal 12 ayat (3) Peraturan Daerah Kota Malang Nomor 10 Tahun 2010 tentang Pengelolaan Sampah terkait fasilitas pemilahan sampah. Dalam pasal 12 ayat (3) tersebut mengatur tentang diwajibkannya setiap orang untuk menyediakan fasilitas pemilihan sampah. Berdasarkan hal tersebut, masalah yang dirumuskan terkait dengan efektifitas pasal 12 ayat (3) Peraturan Daerah Kota Malang Nomor 10 Tahun 2010 tentang Pengelolaan Sampah terkait fasilitas pemilahan sampah. Hasil penelitian menunjukan bahwa pelaksanaan pasal 12 ayat (3) tersebut belum dapat dikatakan efektif sejak diundangkannya Peraturan Daerah Kota Malang Nomor 10 Tahun 2010 tentang Pengelolaan Sampah, karena masih banyak masyarakat di Kota Malang yang belum menyediakan fasilitas pemilahan sampah hingga saat ini.
English Abstract
This study aimed at investigating the effectiveness of article 12 paragraph (3) of Malang Regional Regulation number 10 year 2010 about waste management related with waste sorting facility. Article 12 paragraph (3) regulates the obligation of each citizen to provide waste sorting facility. Thus, the research problems formulated were related with the effectiveness of article 12 paragraph (3) of Malang Regional Regulation number 10 year 2010 about waste management related to waste sorting facility. The results of the study show that the implementation of article 12 paragraph (3) has not been effective since the issuance of Malang Regional Regulation number 10 year 2010 about waste management because many citizens in Malang do not have the waste sorting facility yet.
