Abstract
Tingkat kemiskinan yang ada di Indonesia masih tergolonng tinggi, hal tersebut mendorong pemerintah untuk berusaha meningkatkan taraf hidup masyarakat. Melalui UMKM yang dalam beberapa tahun belakangan ini mendapatkan tempat di hati masyarakat dengan munculnya berbagai produk berkualitas dan memiliki daya saing yang tinggi, hal tersebut mendorong pemerintah untuk mengedepankan program pengembangan UMKM agar dapat meningkatkan tingkat ekonomi di Indonesia. Dengan munculnya program tersebut pemerintah yang ada di daerah juga mulai berusaha untuk mengembangkan produk UMKM yang ada di daerahnya, termasuk Kota Kediri. Kota Kediri yang terkenal akan hasil olahan tahu, berupaya sebaik mungkin untuk melaksanakan program yang telah diusung oleh pemerintah pusat tersebut. Melalui program pemberdayaan UMKM Metode penelitian yang digunakan adalah metode kualitatif.Fokus penelitiannya yaitu Implementasi kebijakan Publik dalam meningkatkan ekonomi lokal melalui pemberdayaan program UMKM. Teknik pengumpulan data yaitu melalui observasi, wawancara, dan dokumentasi.Metode analisa dengan cara reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian, program pemberdayaan UMKM yang dilakukan oleh Pemerintah Kota Kediri melalui Dinas Koperasi dan UMKM sudah berjalan dengan baik, pemberian pelatihan kepada calon pelaku UMKM, penyuluhan ke tiap daerah dan dengan mengadakan program seperti pasar UMKM adalah upaya yang dilakukan dinas Koperasi untuk meningkatkan dan mengenalkan produk UMKM yang ada di Kediri. Ditambah dengan respon masyarakat Kediri yang terlihat antusias dan membantu dalam usaha Dinas Koperasi dan UMKM dalam melaksanakan programnya membuat sinergi antara Dinas Koperasi dan UMKM dan masyarakat menjadi sebuah sinergi yang saling menguntungkan. Adanya hambatan yang dihadapi oleh Dinas Koperasi dan UMKM menjadi sebuah tantangan untuk membuat program pemberdayaan UMKM tersebut bisa lebih baik dari sebelumnya.
English Abstract
The poverty rate in Indonesia is still high, encouraging the government to try to improve the standard of living of the people. Through MSME which in recent years have a place in the heart of society with the emergence of various quality products and has a high competitiveness, it encourages the government to promote UMKM development program in order to improve the economic level in Indonesia. With the emergence of the program the existing government in the region also began to strive to develop existing products of UMKM in the region, including Kediri. Kediri City, known for its processed tofu, is doing its best to implement the program that has been carried by the central government. Through the UMKM empowerment program The research method used is qualitative method. The focus of the research is the implementation of Public policy in improving the local economy through the empowerment of UMKM program. Data collection techniques are through observation, interviews, and documentation. Method of analysis by means of data reduction, data presentation, and conclusion. Based on the results of research, MSME empowerment program conducted by the Government of Kediri through the Department of Cooperatives and SMEs has been running well, providing training to prospective actors of SMEs, extension to each region and by holding programs such as MSME market is an effort made by the Department of Cooperatives to improve and introducing existing UMKM products in Kediri. Coupled with the response of Kediri people who look enthusiastic and help in the business of Cooperatives and SMEs in implementing the program create synergies between the Department of Cooperatives and SMEs and the community become a synergy of mutual benefit. The obstacles faced by the Office of Cooperatives and SMEs become a challenge to make the program of empowerment of UMKM can be better than ever.Poverty reduction efforts required policies that favor the poor and the need for good cooperation between the Government and private parties.
