Abstract
Peningkatan jumlah penduduk berdampak terhadap kenaikan jumlah sampah dan apabila sampah tidak dikelola dengan baik maka akan menimbulkan dampak buruk yaitu menyebabkan peningkatan volume sampah secara langsung di TPS (Tempat pengumpulan sampah). TPS Ungup-ungup berada di Kecamatan Kanigaran yang melayani 2273 KK dari 3 kelurahan yaitu Kelurahan Kanigaran, Kelurahan Tisnonegaran dan Kelurahan Kebonsari kulon. Daerah pelayanan TPS Ungup-ungup menghasilkan sampah sebesar 175,021 m³/minggu. Penelitian ini betujuan untuk mengukur tingkat pelayanan kinerja pengumpulan sampah, mengukur kinerja operasional pegumpulan sampah berdasarkan standar dan persepsi masyarakat. Metode analisis yang digunakan dalam penelitian ini yaitu analisis tingkat pelayanan, analisis kinerja operasional pengumpulan sampah dan analisis IPA (importance performance analysis). Hasil penelitian menunjukkan tingkat pelayanan pengumpulan sampah hanya mencapai 49% artinya tidak semua sampah yang dihasilkan terangkut ke TPS Ungup-Ungup. Berdasarkan hasil analisis kinerja operasional sistem pengumpulan sampah menunjukkan bahwa variabel yang perlu diperbaiki yaitu jadwal pengumpulan sampah, alat pelindung diri, dan jumlah petugas sampah, sedangkan atribut yang perlu diperbaiki pada analisis IPA yaitu ketepatan waktu petugas sampah, jumlah periode pengumpulan sampah, keteraturan periode pengambilan sampah,sistem pembayaran retribusi, dan kondisi alat pengumpul. Jadi hasil akhir dari penelitian ini yaitu menyusun rekomendasi untuk meningkatkan kinerja sistem pengumpulan sampah agar mencapai target pelayanan persampahan sebesar 80% dari Masterplan Kota Probolinggo. Hasil rekomendasi kinerja pengumpulan sampah yaitu memperbaiki operasional sistem pengumpulan sampah.
English Abstract
The increase in population also affects the increase of waste volume. If not properly managed it will cause adverse effects, because increasing the volume of waste will directly affect the place of waste management that is Transfer Depo. Ungup-ungup Transfer Depo serving 2273 families from Kanigaran village, Tisnonegaran village and Kebonsari Kulon village. The service area of Ungup-ungup Transfer Depo produce waste approximately 175,021 m³/week. This study to measurethe level of service of Transfer depo, the performance of waste collection based on standard and public perception. This study used some analysis method, namely analysis of service level of collection, analysis of operational performance of the collection and importance performance analysis. This study result showed that the wasted collection to Transfer Depo with 49% waste collection, so there is waste that is not transported. Based on the results of analysis of operational performance of the collection shows that the variables that need to be repaired are wate collection schedule, personal protective equipment, and waste officers, while the attributes that need to be improved on the IPA analysis are the timeliness of the waste officer, waste collection periods, the regularity of the waste collection period, the levy payment system, and the condition of the collecting equipment. So the final result of the study is a recommendation to improve the performance of the collection with the achievement of the target of 80% of Masterplan Kota Probolingg. The results of the recommendations for the achievement of targets are get used to dispose of waste in its place and optimize the performance of waste collection with the adjustment of retribution.
