Abstract

Program One Village One Product (OVOP) adalah program pemberdayaan yang dilakukan melalui pelatihan dan pendampingan dalam peningkatan SDM yang diimplementasikan ke dalam beberapa bentuk kegiatan. Realitas dalam kegiatan pelatihan belum ada keberlanjutan dari program OVOP, partisipasi masyarakat kurang begitu maksimal akibat kendala yang terjadi dalam proses pelatihan. Oleh Karena itu dibutuhkan analisis proses komunikasi yang dijalankan oleh stakeholder dalam perumusan program OVOP dengan analisis tangga partisipasi Arnstein dan teori rasionalitas komunikatif Jurgen Habermas dalam menjawab permasalahan yang terjadi. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan studi kasus. Hasil penelitian ini menunjukan proses komunikasi stakeholder dalam merumuskan program jenis pelatihan OVOP berada pada tingkatan partisipasi yang berbeda. Tingkat partisipasi tersebut dapat dilihat dari kekuasaan masyarakat dalam menentukan program. Dalam proses komunikasi pada perumusan kegiatan program ada yang telah mencapai konsensus serta ada pula yang belum tercapai. Tercapainya konsensus dalam perumusan jenis pelatihan terbukti dari proses komunikasi yang sudah didasarkan atas rasionalitas komunikatif. Seharusnya, partisipasi serta konsensus dalam perumusan program dapat berimbas pada partisipasi tahapan selanjutnya dalam kegiatan program OVOP dan meminimalisir kendala yang terjadi.

English Abstract

One Village One Product (OVOP) program is an empowerment program conducted through training and mentoring in human resource improvement implemented into several forms of activities. The purpose of this program is to motivate people to do entrepreneurship as one of the strategies in improving the welfare of the community around the industry. However, the reality that occured There was no sustainability from the activity OVOP program yet, the participation of the community was less maximal. Therefore, an analysis of the communication process carried out by stakeholders in the formulation of OVOP program using the analysis of Arnstein’s ladder of participation and the theory of communicative rationality by Jurgen Habermas was needed in answering the problems that occured. The method used in this research was qualitative with case study approach. The results of this study showed that the stakeholder communication process in formulating the OVOP training type program was at different levels of participation. The level of participation could be seen from the power of the community in determining the program. The process of communication on the formulation of existing programs that had reached a consensus, while some were not yet achieved. The achievement of consensus in the formulation of the type of training was proven from the communication process that was already based on communicative rationality. Should, participation and consensus in the formulation of the program can impact on the participation of the next stage in OVOP program activities and minimize the constraints that occur.
