Abstract

Penelitian ini menganalisis pelaksanaan Pasal 69 Peraturan Daerah Kota Batu Nomor 1 Tahun 2013 tentang Penyelenggaraan Kepariwisataan. Di dalam Pasal tersebut mengamanatkan tentang pembentukan Badan Promosi Pariwisata Daerah (BPPD) di Kota Batu. Namun pada kenyataan di lapangan hingga saat ini BPPD di Kota Batu masih belum terbentuk. Melalui penggunaan metode penelitian yuridis empiris diperoleh kesimpulan bahwa pembentukan BPPD belum dilaksanakan dikarenakan hingga saat ini belum ada komitmen yang kuat baik dari masyarakat yang dalam hal ini adalah pelaku usaha pariwisata maupun dari Pemerintah Kota Batu sendiri. Kewajiban untuk menjalankan koordinasi dengan Badan Promosi Pariwisata Daerah Jawa Timur yang seharusnya diemban oleh BPPD dilaksanakan oleh Dinаs Pariwisata dan Kebudayaan Kota Batu walaupun dalam prakteknya belum dilakukan secara periodik. Hingga saat ini belum ada Keputusan Walikota yang mengatur mengenai pendirian Badan Promosi Pariwisata Daerah di Kota Batu. Dengan belum dibentuknya Badan Promosi Pariwisata Daerah di Kota Batu, maka pihak yang berwenang untuk menjalankan tugas dan fungsi Badan Promosi Pariwisata Daerah sesuai dengan ketentuan yang ada pada BAB VIII Peraturan Daerah Kota Batu Nomor 1 Tahun 2013 tentang Penyelenggaraan Kepariwisataan adalah Dinas Pariwisata dan Kebudayaan melalui Bidang Promosi dan Pemasaran Pariwisata.

English Abstract

This study analyzes the implementation of Article 69 of Batu City Regulation No. 1 year 2013 on the organization of Tourism. this Article is mandated about the establishment of the Regional Tourism Promotion Board (BPPD) in Batu City. But in reality, until now BPPD in Batu City still not formed. Through the use of empirical juridical research methods obtained the conclusion that the formation of BPPD has not been implemented because until now there has been no strong commitment either from the community which in this case is the tourism business actor or from Batu City Government itself. The obligation to coordinate with the East Java Tourism Promotion Board that should be carried out by BPPD is implemented by Dinas Tourism and Culture of Batu City although in practice it has not been done periodically. Until now there has been no Mayor's Decree which regulates the establishment of the Regional Tourism Promotion Board in Batu City. With the establishment of the Regional Tourism Promotion Board in Kota Batu, the authorities to carry out the task of the Regional Tourism Promotion Board in accordance with the provisions that exist in Chapter VIII Regional Regulation of Batu City No. 1 year 2013 on the Implementation of Tourism is the Department of Tourism and Culture through the Field of Promotion and Tourism Marketing.
