Abstract
Penelitian ini dilakukan untuk dapat melihat bagaimana Pengelolaan Rumah Susun Sederhana Sewa yang telah dilakukan oleh UPT Rusunawa Buring Kota Malang. Beserta dengan faktor yang mendukung dan menghambat. Penelitian ini menggunakan penelitian kualitatif dengan pendekatan deskriptif. Lokasi dari penelitian ini berada pada Kota Malang. Dengan situs penelitian adalah Unit Pelaksana Teknis (UPT) Rusunawa Buring yang meliputi Rusunawa Buring I dan Buring II di Kota Malang. Sumber data primer diperoleh dari pengamatan dan wawancara sedangkan untuk data sekundernya diperoleh dari dokumentasi. Analisis data dilakukan melalui reduksi data, penyajian data, dan verifikasi data. Hasil penelitian menunjukan bahwa (1) Pengelolaan Rumah Susun Sederhana Sewa yang telah dilakukan oleh Unit Pelaksana Teknis (UPT) Buring Kota Malang sudah berjalan dengan baik artinya dalam pelaksanaanya pengelola memberikan pelayanan yang baik demi kenyamanan para penghuni Rusunawa. Pengelolaan Rusunawa yang dilakukan oleh UPT mencakup perencanaan, organisasi, pengarahan atau implementasi, dan pengendalian. (2) Faktor-faktor yang mempengaruhi seperti faktor pendukung meliputi sarana dan prasarana yang memadai, organisasi pengelola UPT Rusunawa yang telah terbentuk sudah baik serta, profesional dari masing-masing pengelola yang baik. Sedangkan faktor penghambat meliputi sosialisasi antar penghuni masih kurang, belum adanya pemberdayaan masyarakat, dan masih ada beberapa peraturan yang kurang tegas. Kesimpulan dari hasil penelitian ini Pengelolaan Rusunawa Buring di Kota Malang sudah cukup baik karena pengelola berjalan secara terarah untuk menciptakan rasa aman, nyaman, dan tenteram kepada penghuni
English Abstract
This research was conducted in order to be able to see how the Management of Simple Rental Flats which had been conducted by UPT Rusunawa Buring Malang City. Along with the supporting and inhibiting factors. This research used qualitative research with descriptive approach. The location of this research was in Malang. With the research site was Technical Implementation Unit (UPT) Rusunawa Buring which included Rusunawa Buring I and Buring II in Malang City. Primary data sources were obtained from observations and interviews while the secondary data was obtained by documentation. Data analysis was done through data reduction, data presentation, and data verification. The result of research showed that (1) The management of Simple Rental Flats which had been conducted by the Technical Implementation Unit (UPT) Buring Malang City had run well which meant in the implementation, the operator had provided good service for the convenience of the Rusunawa residents. The management of Rusunawa carried out by the UPT included planning, organization, direction or implementation, and control. (2) Factors that influenced such as the supporting factors included adequate facilities and infrastructure, the organization of operator of the UPT Rusunawa which had been formed had been already good as well as the decent professionalism of each operator. While the inhibiting factors included socialization among residents was still minimum, lack of community empowerment, and there were still some less forceful regulations. The conclusion of this research was that the management of the Rusunawa Buring in Malang City had been good enough because the operator had been operating directively to create the senses of security, comfort, and peacefulness to the residents.
