Abstract
Pendidikan merupakan hal terpenting dalam pembangunan nasional, karena dengan adanya Pendidikan bagi masyarakat akan menjadikan masyarakat lebih maju dalam pemikirannya. Pendidikan tidak terlepas dari peran Pemerintah, pemerintah yang bertanggung jawab atas biaya yang dibutuhkan. Hal tersebut sesuai dengan Undang-undang nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional pasal 34 ayat 2 yang menyebutkan bahwa Pemerintah dan Pemerintah Daerah menjamin terselenggaranya wajib belajar minimal pada jenjang sekolah dasar tanpa memungut biaya. Oleh sebab itu, Pemerintah Kota Blitar membuat Peraturan Walikota Blitar nomor 8 Tahun 2015 tentang Program Rintisan Wajib Belajar 12 Tahun. Penelitian ini menggunakan penelitian kualitatif jenis deskriptif. Fokus dalam penelitian ini menurut model implementasi Merilee S. Grindle yang pertama adalah konten atau isi kebijakan meliputi kepentingan-kepentingan dari kelompok sasaran, manfaat dari adanya program tersebut, derajat perubahan yang ingin dicapai dengan adanya program tersebut, letak pengambilan keputusan, pelaksana dari program tersebut, sumber daya yang mendukung terlaksananya program. Fokus yang kedua adalah konteks implementasi meliputi kekusaan dan strategi aktor yang terlibat dalam implementasi program, karakteristik dari lembaga dan dasar hukum yang berkaitan dengan program, serta tingkat kepatuhan dari pelaksana program. Fokus yang ketiga adalah dampak implementasi meliputi dampak yang dirasakan oleh masyarakat serta perubahan yang diterima oleh masyarakat. Hasil penelitian ini menunjukkan bahwa implementasi program Rintisan Wajib Belajar 12 Tahun sudah berjalan dengan baik dapat dilihat dari jumlah Angka Partisipasi Sekolah (APS) yang mengalami peningkatan, meskpun tidak pada semua jenjang mengalami peningkatan yang diharapkan. Namun masih ada beberapa sekolah yang belum terealisasikan dengan baik. Khususnya untuk sekolah-sekolah swasta yang ada di Kota Blitar. Saran terhadap implementasi program Rintisan Wajib Belajar 12 tahun ini adalah perlu di cari tau penyebab dari mengapa tidak semua sekolah melaksanakan ini dengan baik, sehingga program ini dapat berjalan dengan baik untuk semua sekolah yang ada di Kota Blitar.
English Abstract
Education is the most important in the national development, because with the education for communities will make the communities better in their thought. Education can not be separate from the government role, government has responsibility for the needed cost. It is suitable with the Law No 20 Year 2003 about National Education System of Article 34 Paragraph 2 stated that Central and Local Government responsible for the minimum compulsory education at elementary school for free. Because of that, Government of Blitar City make Major Regulation No 8 Year 2015 about 12 Year Compulsory Education Stub Program. The research used qualitative research with descriptive type. Research focus according to Merilee S. Grindle implementation model, firstly the content of policy including the interests of target group, benefit of the program, change level want to reach, decision making location, implementer of the program, supporting resources for the program. Second focus is the implementation including power and strategy of actors included in the program implementation, and the subservience of the implementer. Third focus is the implementation impact including the impacts felt by communities and the change received by the communities. The results showed that the implementation of 12 years compulsory education stub program run well can be seen from the school participation number (SPN) increase, although not at all levels experience the expected increase. But there are still several schools that not realized well. Especially for the private schools in Blitar. Suggestions from the 12 years compulsory education stub program is to find the causes why not all schools implement the program well, so the program can run well for all schools in Blitar.
