Abstract
Peran dan partisipasi masyarakat dalam pengelolaan sampah sangat diperlukan, berbagai komponen masyarakat dari sektor terkecil hingga tingkat terbesar, dari peran masyarakat tingkat rukun tetangga hingga masyarakat khususnya kota pasuruan. Pemerintah kota dalam hal ini Dinas Lingkungan Hidup Kota Pasuruan bekerja sama dengan Dewan Perwakilan Rakyat Daerah Kota Pasuruan membentuk suatu peraturan daerah kota pasuruan nomor 32 tahun 2011 tentang pengelolaan sampah. Berdasarkan undang-undang tersebut maka banyak sekali dijelaskan mengenai program pengelolaan sampah serta pentingnya peran masyarakat dalam keikutsertaanya mengelola sampah. Sesuai dengan pasal 42 peraturan daerah kota pasuruan nomor 32 tahun 2011 tentang pengelolaan sampah wujud peran masyarakat meliputi mаsyаrаkаt dihаrаpkаn menjаgа kebersihаn lingkungаn; аktif dаlаm kegiаtаn pengurаngаn, pengumpulаn, pemilаhаn, pengаngkutаn, dаn pengolаhаn sаmpаh; dаn pemberiаn sаrаn, usul, pengаduаn, pertimbаngаn, dаn pendаpаt dаlаm upаyа peningkаtаn pengelolааn sаmpаh di Kotа. Sesuai dengan pasal tersebut maka Pemerintah Kota Pasuruan yang di wakili oleh dinas lingkungan hidup dan pertamanan kota pasuruan membuat program-program dalam pengelolaan sampah dan memfasilitasi masyarakat dalam perannya menjaga kebersihan dari sampah dan yang ikut mengelola sampah menjadi sesuatu yang bisa dimanfaatkan kembali. Berbagai upaya telah dilakukan oleh pemerintah kota dalam mengelola sampah namun pada kenyataanya masyarakat masih ada yang belum sadar akan bahaya sampah serta pemanfaatan sampah yang besar sekali, hal ini dibuktikan dengan berbagai dampak yang ditimbulkan akibat sampah di kota pasuruan seperti banjir yang masih terjadi di suatu daerah yang ada di kota pasuruan akibat penimbunan sampah liar serta perilaku masyarakat dengan membuang sampah ke sungai. Hal inilah yang menjadi dasar penelitian ini.
English Abstract
Public participation and participation in waste management is needed, various components of the community from the smallest sector to the greatest level, from the role of the community in neighborhood level to the community, especially the city of Pasuruan. The city government in this case the Environment Office of Pasuruan City in cooperation with the Regional Representative Council of Pasuruan City established a regional regulation of Pasuruan city number 32 of 2011 on waste management . Based on the law, there is a lot of explanation about the waste management program as well as the important role of the community in its participation in managing waste. In accordance with Article 42 of Pasuruan City Regulation No. 32 of 2011 on waste management, the role of the community involves making it possible to clean up the environment; in the event of sprinklers, gatherers, voters, drivers, and sponsors; and the providers of sections, proposals, developers, concerns, and attorneys in the upsurge of managers in city. In accordance with the article, the Government of Pasuruan City, represented by the environment and the city of Pasuruan, made programs in waste management and facilitated the community in its role in maintaining cleanliness of garbage and who participated in managing waste into something that could be reused. Various efforts have been made by the municipal government in managing waste but in fact people are still not aware of the dangers of garbage and the utilization of large garbage, this is evidenced by the various impacts caused by waste in the city of Pasuruan such as floods that still occur in an area which exist in the city of Pasuruan due to the accumulation of waste and the behavior of society by throwing waste into the river. This is the basis of this research.
