Abstract
Dalam Penulisan skripsi ini penulis membahas mengenai faktor-faktor yang menghambat rendahnya kesadaran masyarakat Desa Laweyan terhadap tertib administrasi kependudukan. Dengan adanya faktor yang menghambat rendahnya kesadaran masyarakat tersebut maka terdapat strategi bagaimana peran Kepala Desa Laweyan untuk meningkatkan kesadaran masyarakat terhadap tertib administrasi kependudukan berdasarkan asas tugas pembantuan dalam menyelesaikan permasalahan masyarakat Desa Laweyan untuk pengurusan pembuatan kartu tanda penduduk elektronik. Sesuai dengan bunyi pasal 7 ayat (1) huruf f Undang-undang Republik Indonesian Nomor 24 Tahun 2013 Tentang Perubahan Atas Undang-undang Republik Indonesia Nomor 23 tahun 2006 Tentang Administrasi Kependudukan yang mana Penugasan Kepala Desa untuk menyelenggarakan sebagian urusan Administrasi kependudukan berdasarkan asas tugas pembantuan. Untuk mengetahui permasalahan yang ada maka metode pendekatan yang digunakan adalah metode pendekatan yuridis sosiologis dan Historis (historical approach). Berdasarkan hasil penelitian 40% dari jumlah penduduk yang wajib memiliki kartu tanda penduduk di Desa Laweyan belum memiliki kartu tanda penduduk elektronik. Dengan adanya permasalahan tersebut Peran Kepala Desa disini sebagai tugas pembantuan membantu peran dinas kependudukan dan catatan sipil Kabupaten Probolinggo dalam menyelesaikan permasalahan pembuatan kartu tanda penduduk elektronik khusunya wilayah Desa Laweyan Kecamatan Sumberasih Kabupaten Probolinggo yang notabene masyarakatnya masih belum memiliki kartu tanda penduduk elektronik.
English Abstract
In writing this essay the author discusses the factors that inhibit the low awareness of the Laweyan Village community towards the orderly administration of population. Given the factors that hamper the low awareness of the community, there is a strategy of how the role of Head of Laweyan Village to increase public awareness of the orderly administration of population based on the principle of co-administration in solving the problems of the Laweyan Village community for the management of the electronic identity card. In accordance with Article 7 paragraph (1) subparagraph f of Law of the Republic of Indonesia Number 24 of 2013 on Amendment to Law of the Republic of Indonesia Number 23 of 2006 concerning Population Administration in which the Head of Village Assignment to organize part of the Administration of Population affairs based on the principle of duty of assistance . To find out the existing problems, the approach method used is the approach method of sociological and historical juridical (historical approach). Based on the results of research 40% of the number of residents who are required to have identity cards in Laweyan Village do not yet have electronic identity cards. With this problem Role of Village Head here as a duty of assistance to assist the role of population and civil registration of Probolinggo Regency in solving the problem of making electronic identity card especially Laweyan Village District Sumberasih Probolinggo Regency which in fact the people still do not have electronic identity card.
