Abstract
Air menjadi kebutuhan primer yang diperlukan untuk kebutuhan sehari-hari seperti minum, masak, mandi sampai kebutuhan pengolahan industri. Seiring dengan bertambahnya penduduk maka kebutuhan air dalam kualitas yang memadai tidak dapat ditawar lagi karena dapat berdampak terjadi konflik perebutan dan penguasaan sumber daya air. PDAM Tirta Mayang Kota Jambi adalah sebuah perusahaan yang bertugas untuk mengelola air bersih dan mendistribusikan air bagi masyarakat, Namun, harga air yang dipatok oleh pihak PDAM Tirta Mayang Kota Jambi dinilai tidak sesuai dengan kualitas air yang diterima oleh warga Kota Jambi. Untuk mengetahui kualitas air yang diproduksi PDAM Tirta Mayang Kota Jambi diperlukan adanya uji kualitas air di Balai Laboratorium Kesehatan Dinas Kesehatan Provinsi Jambi untuk dibandingkan dengan hasil uji kualitas air oleh Laboratorium PDAM Tirta Mayang Kota Jambi. Dan untuk mengetahui kelayakan harga air dilakukan analisis kelayakan ekonomi di PDAM Tirta Mayang Kota Jambi dengan parameter nisbah manfaat biaya atau Benefit Cost Ratio (BCR), keuntungan bersih atau Net Present Value (NPV), titik impas atau Break Even Point (BEP), tingkat pengembalian internal atau Internal Rate Of Return (IRR), dan analisis sensitivitas. Kemudian dilakukan perhitungan prediksi tarif dasar air dengan kenaikan biaya O&P sebesar 10%, 20%, 30%, 40%, dan 50% untuk menjaga kualitas air tetap stabil dan PDAM Tirta Mayang Kota Jambi mendapatkan keuntungan. Setelah hasil uji kualitas air terlihat bahwa kualitas air produksi dan air yang telah terdistribusi ke pelanggan (air konsumen) memenuhi persyaratan kualitas air karena tidak melampui kadar maksimum yang diperbolehkan dalam Permenkes No. 492/MENKES/PER/IV/2010 Tentang Persyaratan Kualitas Air Minum. Berdasarkan hasil analisis ekonomi dengan parameter BCR = 0,95; NPV = -4.814.058.630,39; BEP terjadi pada tahun ke-4; IRR = 3,551% dan hasil analisis sensitivitas IRR masih dibawah suku bunga yang berlaku yaitu 6,5% berdasarkan peraturan Bank Indonesia sehingga PDAM Tirta Mayang Kota Jambi belum layak secara ekonomi. Tarif dasar air bersih per – m3 yang dapat dianggap layak secara ekonomi khususnya di daerah layanan dengan kenaikan biaya O&P sebesar 10%, 20%, 30%, 40%, dan 50% secara berturut untuk tahun 2016-2020 adalah Rp. 3.050, Rp. 3.206, Rp. 3.362, Rp. 3.519, dan Rp. 3.675; tahun 2021-2025 adalah Rp. 4.023, Rp. 4.223, Rp. 4.422, Rp. 4.622, dan Rp. 4.821; tahun 2026-2030 adalah Rp. 5.344, Rp. 5.603, Rp. 5.861, Rp. 6.119, dan Rp. 6.378.
English Abstract
Water as a source of life especially human. Water become primary needs for daily necessities such as drink, cook, bathe, until industrial processing needs. Along with increasing of population then water needs can’t be denied will increase because it can have an impact for conquest and domination conflict of water resources. PDAM Tirta Mayang of Jambi City is a company for manage clean water and distribute water for society. However, the price of water that pegged by PDAM Tirta Mayang of Jambi City assessed not appropriate with water quality accepted by townspeople Jambi. Water quality test at Health Laboratory of Public Health Office of Jambi Province to know the quality of water production then compared with the result of water quality test by laboratory of PDAM Tirta Mayang of Jambi City. And economic analysis with Benefit Cost Ratio (BCR), Net Present Value (NPV), Break Even Point (BEP), Internal Rate Of Return (IRR), and Sensitivity Analysis to know the feasible of water prices. Then water prices predict with the increase cost of O&M in the amount of 10%, 20%, 30%, 40% and 50% to maintan the quality of water and PDAM Tirta Mayang of Jambi City can get profit. After water quality test seen that water quality of production and distribute to costumer (water consumers) conform water quality requirements because not exceed maximum levels allowed in Permenkes No. 492/MENKES/PER/IV/2010 About Water Quality Requirements of Drinking Water. Based on economic analysis with parameter of BCR = 0,95; NPV = -4.814.058.630,39; BEP occur in year 4; IRR = 3,551% and sensitivity analysis results are still below the prevailing interest rate of 6,5% based on Bank Indonesia regulation so that PDAM Tirta Mayang of Jambi City is not yet economically feasible. Water pricing in the current PDAM Tirta Mayang of Jambi City turned out to be able to qualify the economic feasibility of clean water and basic price (m3) can be considered of economically feasible satisfy particularly in the area service with increase cost of O&M in the amount of 10%, 20%, 30%, 40% and 50% successive for years 2016-2020 is Rp. 3.050, Rp. 3.206, Rp. 3.362, Rp. 3.519, and Rp. 3.675; years 2021-2025 is Rp. 4.023, Rp. 4.223, Rp. 4.422, Rp. 4.622, and Rp. 4.821; years 2026-2030 is Rp. 5.344, Rp. 5.603, Rp. 5.861, Rp. 6.119, and Rp. 6.378.
