Abstract
Pendidikan merupakan hal penting untuk memajukan suatu bangsa.Indonesia merupakan negara dengan tingkat pendidikan rendah, khususnya daerah-daerah terpencil. Kebijakan publik dalam bidang pendidikan merupakan hal penting dalam mewujudkan pemerataan pendidikan di Indonesia. Kebijakan publik pasti memerlukan koordinasi antar aktor yang berperan, agar implementasi kebijakan tersebut dapat berhasil. Tujuan penelitian ini adalah untuk mengetahui, mendeskripsikan dan menganalisis koordinasi antar aktor dalam implementasi kebijakan pendidikan serta untuk mengetahui, mengidentifikasi, mendeskripsikan dan menganalisis faktor pendukung dan faktor penghambat dalam implementasi kebijakan pendidikan. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan metode kualitatif yang dibatasi oleh dua fokus penelitian, yaitu (1) koordinasi antar aktor dalam implementasi kebijakan pendidikan di Kota Blitar Tahun 2010-2015 (koordinasi dalam perumusan kebijakan, koordinasi dalam pelaksanaan kebijakan, koordinasi dalam evaluasi kebijakan, hasil yang diperoleh dari koordinasi antar aktor); (2) faktor pendukung dan faktor penghambat koordinasi antar aktor dalam implementasi kebijakan pendidikan di Kota Blitar Tahun 2010-2015. Analisis data yang digunakan adalah analisis data model interaktif Miles, Huberman dan Saldana dengan tahapan kondensasi data, penyajian data, penarikan dan verifikasi kesimpulan. Berdasarkan penelitian yang telah dilakukan, koordinasi antar aktor dalam implementasi kebijakan pendidikan dimulai dengan dikeluarkannya regulasi Peraturan Walikota Nomor 15 Tahun 2011, koordinasi dikatakan berjalan efektif karena Dinas Pendidikan yang merupakan aktor utama saling bekerja sama dengan aktor lainnya seperti BAPPEDA, BPKAD, Bagian Hukum, Kepala Sekolah, Dewan Pendidikan, dan tenaga pendidik di Kota Blitar yang berdampak angka putus sekolah karena biaya menurun dan sarana prasarana menjadi memadai. Faktor pendukung dalam koordinasi antar aktor dalam implementasi kebijakan pendidikan di Kota Blitar Tahun 2010-2015 adalah dukungan masyarakat dalam kebijakan dan adanya kerjasama dari berbagai lembaga. Sedangkan faktor penghambatantara lain perbedaan pendapat di antara staf Dinas Pendidikan dan kurang pahamnya salah satu aktor dalam berkoordinasi. Saran yang dapat diberikan adalah Dinas Pendidikan harus mengirim pegawainya ke sekolah-sekolah guna memeriksa data siswa untuk menghindari terjadinya kesalahan. Staf Dinas Pendidikan harus lebih saling berkomunikasi untuk menjalin kedekatan dan menghindari perbedaan pendapat, menjalin komunikasi yang baik dapat dilakukan dengan adanya sering pertemuan informal. Website resmi Dinas Pendidikan harus sering di update untuk memberikan informasi kepada masyarakat. Pemerintah harus mampu memberikan wadah untuk menampung masukan dari masyarakat dengan pengiriman email atau call center. Setelah adanya wadah aspirasi, diharapkan masyarakat lebih aktif dalam menyampaiakan masukan.
English Abstract
Education is an important thing to advance a nation. Indonesia is a country with low education levels, particularly remote areas. Public policy in the field of education is essential in realizing the distribution of education in Indonesia. Public policy certainly requires coordination among relevant actors, so that the implementation of these policies can be successful. The purpose of this study was to determine, describe and analyze the coordination between actors in the implementation of education policies and to investigate, identify, describe and analyze the factors supporting and inhibiting factors in the implementation of education policies. The type of research used in this research is descriptive research with qualitative methods are limited by two research focus, namely (1) the coordination between actors in the implementation of the education policy in Kota Blitar Year 2010-2015(coordination in policy formulation, coordination in policy implemention, coordination in policy evaluation, the results obtained from the coordination between actors in the implementation of the policy); (2) factors supporting and inhibiting factors of coordination between actors in the implementation of the education policy in Blitar City Year 2010-2015. Analysis of the data used is data analysis interactive model of Miles, Huberman and Saldana with condensation stages of data, data presentation, drawing and verification of conclusions. Based on research that has been done, the coordination between actors in the implementation of the education policystarts with the issuance of regulation Mayor Regulation No. 15 of 2011, coordination can be said effective because Department of Education who are the main actors working together with other actors such as BAPPEDA, BPKAD, the Legal Department of Blitar,head master, board of education, and educator so the number of dropouts low, low cost and facilities became sufficient. Factors supporting the coordination between actors in the implementation of the education policy in Kota Blitar Year 2010-2015 is strong community support in policy and the cooperation of the various agencies. While the inhibiting factors include differences of opinion between the staff Department of Education and not understand his one of the actors in the coordination. Advice can be given is the Department of Education should send their employees to the schools in order to examine student data to avoid errors. Education Department staff should be communicating for to juxtapose between staf and avoid dissent, establish good communication can be done with their frequent informal meetings. The official website of the Department of Education must be frequently updated to provide information to the public. The government should be able to provide a container to collect input from the community by sending an email or call center. After presence the aspirations container , are expected the community more active deliver in the input.
