Abstract
Pemerintah Indonesia memberlakukan kebijakan Standar Nasional Indonesia (SNI) untuk produk baja tulangan beton pada tahun 2008. Kebijakan ini bertujuan untuk memberikan kepastian penyediaan produk yang aman dan terpercaya bagi konsumen terutama di sektor konstruksi. Selain itu, kebijakan SNI juga berfungsi sebagai hambatan non-tarif pada perdagangan internasiona karena meningkatkan biaya untuk memenuhi persyaratan SNI. Tren penurunan tarif impor pada skema kerja sama perdagangan internasional membuat pemerintah memilih untuk menggunakan standarisasi sebagai alat untuk melindungi industri nasional. Makalah ini menganalisis pengaruh kebijakan SNI sebagai hambatan teknis terhadap nilai impor dengan menggunakan model gravitasi. Makalah ini menggunakan data panel impor baja ke Indonesia dari delapan negara pengekspor utama antara tahun 2000 dan 2014. Hasil dari model gravitasi ini menunjukkan dampak negatif dari kebijakan SNI mengenai nilai impor baja di Indonesia di delapan eksportir utama. Temuan ini mendukung pandangan umum bahwa standar nasional dapat menjadi hambatan dalam perdagangan.
English Abstract
Goods and services do not flow completely freely among countries, even among those with excellent relations. Countries put up barriers in the form of technical regulations to trade for a number of reasons. Sometimes it is to protect their own companies from foreign competition. Economic theory suggests that technical regulations can either enhance or impede trade. This study analyzes the impact of mandatory Indonesian National Standard (SNI) policy as technical barriers against imports and production in deformed bar steel products using econometric model analysis. The research method that will be used to analyze the impact of the implementation of Mandatory SNI policy in concrete steel products to the volumes of imports and production is regression analysis using gravity models. To test the model, this study will use ordinary least squares method. This method is the simplest approach in data processing for panelled data. This study uses secondary data with econometric model approach and statistical software assistance in processing the data. For import model, explanatory variables are GDP, distance between Indnesia and importer countries and mandatory SNI policy. For production model, explanatory variables are production utility, imports, GDP, and the enforcement of mandatory SNI policy. The findings indicated that the mandatory SNI policy has negative impact on the import volume and positive impact on the domestic production of defomed bar steel. Thus, it can be said that SNI policy has been effective during past 6 year.
