English Abstract

This study examines the linkage between decentralization and women fertility while take into account other determinants of fertility. For this purpose, both quantitative and qualitative data were collected and analyzed. Quantitative data were taken from National Socio-Economic Survey (Survey Sosio-Ekonomi Nasional / Susenas) 2012 and official statistics from various sources. Qualitative data were collected through interviews and documentation from Family Planning Board of Empat Lawang Regency. Multilevel regression results shows that fiscal decentralization, administrative decentralization and political decentralization have no significant association toward women fertility, means that decentralization have no association with decreasing or increasing women fertility. However, all of proximate determinants and socio-economic factors both in the household level and individual level are significant. The possible reasons of why decentralization is not contribute to decrease women fertility are found in the case of Empat Lawang Regency. Fiscally, the government of Empat Lawang regency is lacking in fiscal capacity indicated by the absence of local revenue in funding family planning programs and ineficiency in budget allocation. Administratively, the government of Empat Lawang regency is lacking in local capacity indicated by the highly limited civil servant PLKB (family planning fieldworker). And politically, the Regent of Empat Lawang hold most power in policy and decision making, thus accomplisment of family planning programs in Empat Lawang regency is greatly depend on his political will. The results shows significant association between women fertility with household and individual factors, particularly the use of contraception and socio-economic factors such as level of education and employment. This results signaling that improvement on women’s human capital might be one of the best option to decrease fertility in Indonesia.
