Abstract

Upaya pengembangan pariwisata pada masa yang akan datang dilakukan secara berkelanjutan. Salah satu prinsip pengembangan pariwisata yang berkelanjutan adalah adanya partisipasi masyarakat lokal (Community Based Tourism) karena masyarakat lokal akan sebagai pemain kunci yang mengetahui megenai parwisata di daerahnya. Pariwisata berbasis masyarakat atau Community based tourism (CBT) dapat diterapkan dalam bentuk pembangunan desa wisata. Desa wisata memiliki berbagai macam objek wisata yang ditawarkan untuk menarik minat pengunjung. Salah satu obyek wisata yang sedang berkembang dan menjadi trend adalah penggabungkan kegiatan agronomi dengan pariwisata dapat dijadikan sebagai obyek wisata agro. Begitu pula dengan Desa Wisata Gubugklakah di Kabupaten Malang yang memiliki atraksi agrowisata petik apel. Agrowisata apel di Desa Wisata Gubugklakah melibatkan masyarakat lokal sebagai stakeholder. Keterlibatan stakeholder dalam proses komunikasi sangat penting untuk menghindari permasalahan antar stakeholder sehingga perlu diteliti apakah komunikasi antar stakeholder tersebut berjalan lancar atau sebaliknya. Penelitian ini akan membahas mengenai bagaimana proses komunikasi partisipatif antar stakeholder dalam upaya pengembangan agrowisata apel di Desa Wisata Gubugklakah. Penelitian ini bertujuan untuk: (1) mendeskripsikan potensi dan kendala Agrowisata Petik Apel di Desa Wisata Gubugklakah, (2) mendeskripsikan stakeholder yang terlibat dalam upaya pengembangan Agrowisata Petik Apel, (3) mendeskripsikan proses komunikasi antar stakeholder dalam upaya pengembangan Agrowisata Petik Apel, (4) mengevaluasi proses komunikasi partisipatif stakeholder dalam upaya pengembanga Agrowisata Petik Apel. Jenis penelitian ini adalah kualitatif dengan metode studi kasus. Penentuan lokasi penelitian dilakukan secara sengaja (purposive) yaitu di Agrowisata apel Desa Wisata Gubugklakah. Metode penentuan key informant dan supporting informant dilakukan secara purposive sampling dengan total 2 orang key informant dan 14 orang supporting informant. Metode analisis data yang digunakan adalah model interaktif Miles and Huberman. Hasil dari penelitian ini adalah: (1) adanya atrakasi agrowisata apel di Desa Wisata Gubugklakah dapat dilihat dari potensi apel karena mayoritas petani merupakan petani apel dan adanya motivasi untuk memperkenalkan apel khas Gubugklakah kepada wisatawan. Kendala yang dihadapi seperti kurangnya komunikasi sehingga kerjasama yang telah disepakati antar stakeholder seringkali merugikan satu pihak. (2) stakeholder yang terlibat dalam agrowisata apel terbagi ix atas stakeholder internal dan eksternal. Stakeholder internal seperti Ketua Lembaga Desa Wisata Gubugklakah dan Ketua Agrowisata Apel Desa Wisata Gubugklakah. Stakeholder eksternal meliputi petani, tengkulak, pengunjung dan Dinas Kebudayaan dan Pariwisata Kabupaten Malang. (3) Proses komunikasi stakeholder internal bersifat dua arah melalui whatsapp dan rapat rutin Ladesta. Proses komunikasi stakeholder eksternal antara petani dan tengkulak terjadi secara dua arah dan disampaikan melalui komunikasi interpersonal maupun menggunakan handphone. Proses komunikasi antara Dinas Kebudayaan dan Pariwisata Kabupaten Malang dan Ketua Lembaga Desa Wisata Gubugklakah bersifat dua arah melalui surat menyurat dan whatsapp. Proses komunikasi antara pengurus agrowisata dengan tengkulak terjadi secara dua arah dengan komunikasi interpersonal. Proses komunikasi antara pengurus agrowisata apel dengan petani bersifat top-down dan disampaikan secara interpersonal kepada petani. Proses komunikasi pengurus agrowisata apel terhadap pengunjung bersifat top-down disampaikan melalui briefing untuk agrowisata apel. (4) Akses stakeholder internal dalam mendapatkan informasi dan menyuarakan aspirasinya dikatakan baik. Stakeholder eksternal memiliki akses informasi cukup baik, tidak terlibat dalam rapat rutin dan tidak tergabung dalam grup whatsapp namun sering mendapatkan informasi dari stakeholder internal. Partisipasi stakeholder internal Lembaga Desa Wisata Gubugklakah dikatakan baik karena keputusan dan kebijakan beradasarkan hasil musyawarah para anggota. Partisipasi stakeholder eksternal cukup baik. Stakeholder eksternal dapat dijadikan second opinion dalam memecahkan masalah. Self-management stakeholder internal melalui adanya inovasi-inovasi yang terus digali agar menjadi daya tarik wisatawn. Self-management stakeholder eksternal khususnya petani dalam hal budidaya yang tepat. Saran yang diberikan oleh peneliti yaitu: (1) pengurus agrowisata dapat melibatkan stakeholder eksternal khususnya petani dan tengkulak dalam hal pengambilan keputusan. Sebaiknya ada pertemuan rutin khusus untuk agrowisata apel yang dihadiri stakeholder internal dan eksternal agrowisata apel. (2) Dinas Kebudayaan dan Pariwisata Kabupaten Malang sebaiknya mengadakan pembinaan khusus untuk agrowisata apel.

English Abstract

Future tourism development efforts will be done sustainably. One of the principles of sustainable tourism development is the participation of the local community (Community Based Tourism) because the local people will be the key players who know the moon in the region. Community based tourism (CBT) can be applied in the form of tourism village development. The tourist village has a variety of attractions that are offered to attract visitors. One of the attractions that are developing and becoming a trend is the combination of agronomic activities with tourism can be used as agro tourism object. Similarly, the Village Tourism Gubugklakah in Malang regency that has agro tourism attraction apple. Agro tourism in Gubugklakah Tourism Village involves local community as stakeholder. Stakeholder involvement in the communication process is very important to avoid problems between stakeholders so it needs to be investigated whether the communication between stakeholders is running smoothly or vice versa. This research will discuss about how the process of participative communication between stakeholders in the development of agro-tourism in the Village Tourism Gubugklakah. This study aims to: (1) describe the potentials and constraints of Agro Petel Apples in Gubugklakah Tourism Village, (2) to describe the stakeholders involved in the development of Agrowisata Petik Apel, (3) to describe the communication process among stakeholders in developing Agrowisata Petik Apel, 4) to evaluate stakeholder participatory communication process in developing Agrowisata Petik Apel. This type of research is qualitative with case study method. Determining the location of the study was done intentionally (purposive) that is in Agrowisata apple Gubugklakah Tourism Village. Method of determining key informant and supporting informant is done by purposive sampling with total 2 person key informant and 14 person supporting informant. Data analysis method used is interactive model Miles and Huberman. The results of this research are: (1) the existence of agro-tourism agro tourism at Gubugklakah Tourism Village can be seen from apple potential because majority of farmers are apple farmers and there is motivation to introduce Gubugklakah apple to tourists. Constraints faced such as lack of communication so that cooperation that has been agreed between stakeholders often harm one party. (2) stakeholders involved in agro-tourism are divided into internal and external stakeholders. Internal stakeholders such as the Chairman of the Gubugklakah Village Tourism Agency and the Chairman of Agro Tourism Apublic Gubugklakah Village. External stakeholders include farmers, middlemen, visitors and the Office xi of Culture and Tourism of Malang Regency. (3) The internal stakeholder communication process is two-way through whatsapp and regular Ladesta meetings. The process of external stakeholder communication between farmers and middlemen occurs in both directions and is delivered through interpersonal communication and using mobile phones. The communication process between the Culture and Tourism Office of Malang Regency and the Head of Gubugklakah Tourism Village is two ways through correspondence and whatsapp. The process of communication between the board of agro-tourism with middlemen occurs in both directions with interpersonal communication. The communication process between apple farmers and farmers is top-down and delivered interpersonally to farmers. The communication process of the appartment administrators toward the visitors is top-down delivered through a briefing for agro-tourism. (4) Access to internal stakeholders in obtaining information and voice their aspirations is said to be good. External stakeholders have access to information reasonably well, are not involved in regular meetings and do not belong to whatsapp groups but often get information from internal stakeholders. The internal stakeholder participation of Gubugklakah Village Tourism Institute is said to be good because the decision and the policy are based on the results of the deliberations of the members. The participation of external stakeholders is quite good. External stakeholders can be used as second opinions in solving problems. Self-management of internal stakeholders through innovations that continue to be explored to become a tourist attraction. Self-management of external stakeholders, especially farmers in terms of proper cultivation. Suggestion given by researcher that is: (1) management of agro tourism can involve external stakeholders especially farmer and middleman in decision making. There should be a special routine meeting for agro-tourism that is attended by internal and external stakeholders of agro-tourism. (2) Department of Culture and Tourism of Malang Regency should hold special guidance for agro-tourism.
