Abstract
Adanya suatu kebijakan baru pada suatu birokrasi tentunya akan merubah faktor-faktor lain untuk mengikuti perubahan tersebut. Perubahan itu seperti halnya dengan adanya SVLK (Sistem Verifikasi Legalitas Kayu) yang akan mempengaruhi kebijakan pada perdagangan kayu di Indonesia. Penelitian ini bertujuan untuk mengidentifikasi biaya transaksi pada sistem verifikasi legalitas kayu (SVLK) terhadap industri mebel kayu Catak Gayam, Jombang. Penelitian ini menggunakan pendekatan penelitian kualitatif dengan paradigma fenomenologis yang dilakukan dalam situasi secara alami, sehingga tidak ada batasan dalam memaknai atau memahami fenomena yang dikaji. Wawancara dan observasi dilakukan pada 6 informan, 3 orang pelaku usaha yang mempunyai sertifikat SVLK dan 3 orang lainnya yang tidak mempunyai sertifikat SVLK. Dari hasil penelitian ditemukan bahwa pada biaya transaksi managerial TC (biaya pencarian bahan baku), political TC(biaya pengurusan SVLK), dan market TC(biaya pemasaran) telah menambah biaya transaksi pada industri mebel kayu dengan adanya SVLK. Tetapi, ditemukan hasil yang berbeda jika biaya transaksi diidentifikasi dengan menggunakan pendekatan antar pelaku usaha seperti hubungan antara perhutani-penggergaji, penggergaji-pengrajin mebel, dan pengrajin mebel-konsumen ditemukan bahwa perubahan biaya transaksi setelah adanya SVLK pada kegiatan ini mengalami penurunan atau pengurangan biaya transaksi.
English Abstract
The existence of a new policy on a bureaucracy will certainly change other factors to follow the change. The change is similar to the SVLK (Timber Legality Verification System) which will affect the policy on timber trade in Indonesia. This study aims to identify transaction costs on timber legality verification system (SVLK) on the wooden furniture industry of Catak Gayam, Jombang. This research uses a qualitative research approach with a phenomenological paradigm that is done in a situation naturally, so there is no limit in interpreting or understanding the phenomena studied. Interviews and observations were conducted on 6 informants, 3 business actors who had SVLK certificate and 3 others who did not have SVLK certificate. From the results of the research, it was found that in TC managerial transaction cost, political TC (SVLK processing cost), and TC market (marketing cost) have increased transaction cost in wooden furniture industry in the presence of SVLK. However, different results were found if transaction costs were identified using a business-to-business approach such as the relationship between sawmill, furniture sawmill, and furniture-consumer craftsman found that changes in transaction costs after the SVLK in this activity decreased or reduced transaction costs .
