Abstract
Implementasi merupakan peristiwa yang berhubungan dengan apa yang terjadi setelah suatu perundang-undangan ditetapkan dengan memberikan otoritas pada suatu kebijakan dengan membentuk output yang jelas dan dapat diukur sehingga bisa menetukan berhasil atau tidaknya pelaksanaan undang-undang tersebut. Dalam kasus pelayanan publik terutama dalam hal pelayanan terpadu satu pintu yang umum di gunakan dalam hal perizinan yang di gunakan untuk memudahkan pelayanan perizinan kepada masyarakat agar Good Governance bisa tercapai dengan baik. Maka dari itu pemerintah Kabupaten Kediri mengeluarkan kebijakan yang diatur dalam Peraturan Bupati No. 42 Tahun 2015 tentang Penyelenggaraan Pelayanan Terpadu Satu Pintu yang dimana kebijakan ini di khusukan kepada masyarakat untuk mengurus perizinan dengan mudah, cepat, dan efektif dan terutama tidak membuang – buang waktu. Kebijakan ini sebagai awal dalam mempermudah penyelenggaraan pelayanan kepada masyarakat terutama dalam hal urusan perizinan dimana pelaksanaan kebijakan tersebut berada pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Kabupaten Kediri (DPMPTSP) dimana di sini lah segala urusan mengenai pelayanan perizinan dilakukan sedikitnya 59 Perizinan dan Non Perizinan di kelola di kantor ini sebagai produk layanan. Sebagai acuan produk perizinan dalam melihat berhasil atau tidaknya implemntasi kebijakan ini adalah Izin Mendirikan Bangunan ( IMB) dan Izin Gangguan HO yang masing – masing tersebut paling banyak di cari masyarakat sehingga dari data yang di dapat oleh peneliti melihat bagaimana IMB dan Izin Gangguan di lihat antara tahun 2015-2016 mengalami peningkatan ini membuktikan bahwa implementasi perizinan IMB dan Izin Gangguan sebagai Produk Layanan cukup menuai respon yang baik terhadap masyarakat walaupun di samping itu tidak semuanya pelayanan perizinan di kantor DPMPTSP belum terlaksana dengan baik.
English Abstract
Implementation is an event related to what happens after a legislation is established by giving authority to a policy by establishing clear and measurable output so that it can determine the success or failure of the implementation of the law. In the case of public services, especially in the case of one-door integrated services that are commonly used in terms of licensing is in use to facilitate services licensing to the public for Good Governance can be achieved properly. Therefore Kediri regency government issued a policy regulated in Regent Regulation no. 42 Year 2015 on the Implementation of One Stop Integrated Services which is where the policy is specifically addressed to the public to administer permissions easily, quickly and effectively and not to waste a significant amount of time. his policy as the beginning in facilitating the implementation of services to the community, especially in the case of licensing affairs where the implementation of the policy is located at the Department of Investment and Integrated Services One Kediri Regency (DPMPTSP) where here is all affairs concerning licensing services conducted at least 59 Licensing and Non Licensing in manage in this office as a service product. As a reference of licensing products in viewing the success or failure of this policy implemntasi is Building Permit (IMB) and HO Interference License each of which is the most in the search community so that from the data that can by the researchers see how the IMB and Nuisance Permit is seen between in 2015-2016 this increase proves that implementation of permit IMB and Disturbance License as Product of Service enough reap good response to society although in addition not all service of permit in DPMPTSP office not yet done well.
