Abstract
Efektivitas merupakan suatu proses yang dikerjakan dengan hasil akhirnyatepat sasaran dan sesuai dengan tujuan yang diinginkan. Sistem informasimonitoring penyaluran pupuk bersubsidi merupakan suatu alat kontrol untukmengawasi proses pendistribusian Pupuk bersubsidi. Kebutuhan akan pupukbersubsidi ini merupakan kaebutuhan utama untuk petani tanaman pangankhususnya padi dan jagung sebagai makanan pokok. Untuk memenuhi kebutuhanpupuk bersubsidi ini menteri pertanian menugaskan PT. Pupuk Kalimantan Timuruntuk menunjang kebutuhan pertanian untuk pupuk bersubsidi berjenis Urea.Pemberian pupuk bersubsidi yang dikhususkan untuk membantu petani inimerupakan bentuk pelayanan publik dari pemerintah yang bekerjasama denganBUMN untuk melayani masyarakat kalangan petani. Dalam undang-undang no 63tahun 2003 tentang pedoman penyelenggaraan pelayanan publik ini mengatakansegala bentuk pelayanan dilaksanakan oleh pemerintah pusat, Badan Usaha MilikNegara (BUMN), Badan Usaha Milik Daerah (BUMD) dalam bentuk barang danjasa, baik dalam rangka pemenuhan kebutuhan masyarakat maupun dalam rangkapenentuan pelaksanaan undang-undang.Penelitian ini bertujuan untuk mengetahui, mendiskripsikan, danmenganalisis bagaimana efektivitas sistem informasi monitoring penyaluranpupuk bersubsidi di wilayah jawa timur. Dalam penelitian ini penelitimenggunakan jenis penelitian deskriptif dengan pendekatan kualitatif sertamenggunakan metode analisis spreadleyBerdasarkan hasil penelitian yang telah dilakukan, efektivitas sisteminformasi monitoring penyaluran pupuk bersubsidi di wilayah jawa timur ini,sistem ini meliputi input yang didalamnya terdapat jumlah pembiayaan sistem,xiipengelolaan serta kebutuhan akan sarana dan prasarana, kemudian proses sistem,output sistem, serta produktivitas sistem. berdasarkan hasil penelitian sistem inisudah efektif diterapkan hingga pada tingkat pengecer dan masih belum efektifpada tingkat petani karena kurangnya sosialisasi terkait penggunaan sistem inisehingga petani masih belum mengerti cara penggunaan sistem ini.Saran dari peneliti kepada PT. Pupuk Kalimantan Timur terkaitpengelolaan sistem informasi monitoring penyaluran pupuk bersubsidi di wilayahjawa timur, melakukan sosialisasi terhadap petani terkait penggunaan sisteminformasi monitoring penyaluran pupuk bersubsidi, melakukan pengembangansistem hingga tingkat petani agar pembagian pupuk tepat sasaran dan meratasesuai dengan tujuan yang diinginkan untuk menghindari penyalahgunaan ditingkat pengecer, perlu penambahan SDM agar pengelolaan sistem lebih efektif.Kata
English Abstract
Effectiveness is a process done with the end result on target and inaccordance with the desired goals. The information system of monitoring of thedistribution of subsidized fertilizer is a control tool to supervise the distributionprocess of subsidized Fertilizer. The need for this subsidized fertilizer is the mainneed for food crop farmers, especially rice and corn as staple food. To meet theneeds of this subsidized fertilizer, the minister of agriculture commissioned PT.Pupuk Kalimantan Timur to support agricultural needs for Urea-subsidizedfertilizer. The provision of subsidized fertilizers devoted to assisting farmers is aform of public service from the government in cooperation with SOEs to serve thecommunity among farmers. In Law No. 63 of 2003 on guidelines for theimplementation of public services, all services are implemented by the centralgovernment, state-owned enterprises (BUMN), regional government-ownedenterprises (BUMD) in the form of goods and services, both in the context ofmeeting the needs of the community as well as in the framework of determiningthe implementation of the law.This study aims to find, describe, and analyze how the effectiveness ofmonitoring information system of distribution of subsidized fertilizer in theeastern Java region. In this research, the researcher used descriptive research typewith qualitative approach and used spreadley method of analysisBased on the results of the research that has been done, the effectivenessof monitoring information system of the distribution of subsidized fertilizer inEast Java region, this system includes inputs in which there is the amount ofsystem financing, management and the need for facilities and infrastructure, thensystem process, system output, and system productivity. based on the results ofxivthis system the research has been effectively applied to the level of retailers andstill not effective at the level of farmers due to the lack of socialization related tothe use of this system thus farmers still do not understand how the use of thissystem.Suggestions from the researcher to PT. Pupuk Kalimantan Timur as themanager of monitoring information on the distribution of subsidized fertilizer inEast Java, should perform a socialization to the farmers related to the use ofinformation system monitoring of the distribution of subsidized fertilizer, todevelop the system to the level of farmers so that the distribution of fertilizers areon target and evenly in accordance with the desired objectives to avoid misuse atthe retail level, it is necessary to add more HR to make system management moreeffective.
