Abstract
Tujuan Penelitian ini adalah untuk mengetahui, mendeskripsikan, dan menganalisis proses implementasi pembangunan Ruang Terbuka Hijau melalui program Harmoni Service City dan menganalisis faktor pendukung dan penghambat program Harmoni Service City di Dinas Kebersihan dan Pertamanan Kota Kediri.Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di Kota Kediri, sedangkan situsnya berada di Dinas Kebersihan dan Pertamanan Kota Kediri. Sumber datanya primer diperoleh dari beberapa wawancara dari informan yang berkaitan, sedangkan data sekundernya diperoleh dari dokumen-dokumen yang berhubungan dengan topik tersebut.Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Sedangkan instrumen penelitiannya adalah peneliti sendiri, beberapa alat penunjang seperti pedoman wawancara dan alat bantu lainnya. Dalam penelitian ini menggunakan teknik analisis penjodohan poladimana peneliti membandingkan data hasil pengamatan (prediksi atau asumsisebelumnya) untuk dicocokkan dengan data empirik. Jika kedua pola tersebut cocok maka, dapat digunakan untuk menguatkan proses analisis data yang bersangkutan.Hasil penelitian menunjukkan proses implementasi pembangunan melalui program Harmoni Service City dalam rangka meningkatkanruang terbuka hijau di Kota Kediri mendapat dukungan dari Pemerintah daerah Kota Kediri dan Masyarakat , ditunjang dengan dukungan sumberdaya manusia dan sumber dana. Manfaat bagi masyarakat yaitu dengan adanya ruang terbuka hijau kota menjadi sejuk, terserapnya polusi udara, meredam kebisingan dan menjadi tempat tujuan warga untuk melakukan aktivitas atau rekreasi. Proses proses implementasi pembangunan melalui program Harmoni Service City dipengaruhi oleh beberapa faktor pendukung dan penghambat. Faktor pendukung proses implementasi pembangunan melalui program Harmoni Service City dalam memenuhi kebutuhan Ruang terbuka hijau meliputi: pertama, adanya dukungan dari Adanya kerjasama antar SKPD yang terkait, kedua adanya Tersedianya Peraturan Perundang-Undangan yang mengatur Tata Ruang Terbuka Hijau, ketiga, adanya dukungan dari Pemerintah Kota Kediri dan Mayarakat. Keemapat, Keadaan Kota Kediri yang sangat membutuhkan Kawasan Ruang Terbuka Hijau. Faktor penghambat implementasi pembangunan melalui program Harmoni Service City meliputi: pertama, Keterbatasan dana dalam proses pelaksanaan peraturan yang sudah ada. Kedua, Tidak adanya aturan yang jelas. Ketiga, adanya Ruang Terbuka Hijau yang sudah tersedia namun kurang dipergunakan sebagaimana mestinya.keempat,Masih belum tepatnya tanaman pada RTH yang sudah ada sesusai dengan fungsi dan ekstetikanya.
English Abstract
The purpose of this research is to know, describe, and analyze the implementation process of Green Open Space development through Harmoni Service City program and analyze the supporting and inhibiting factors of Harmoni Service City program in Kediri Sanitation and Gardening Department. This research uses descriptive research type with qualitative approach which is located in Kediri City, while its site is in Kediri Cleanliness and Garden Department. Primary data sources were obtained from interviews from related informants, while secondary data were obtained from documents relating to the topic. Data collection techniques through interviews, observation, and documentation. While the research instrument is the researcher himself, some supporting tools such as interview guides and other tools. In this study using polymorphism analysis techniques researchers compared the observed data (prediction or previous assumptions) to be matched with empirical data. If both patterns are suitable then, can be used to strengthen the process of analysis of the data concerned. The research results show the implementation process of development through the program Harmoni Service City in order to improve open green space in the City of Kediri get support from the local government of Kediri and the community, supported by the support of resources Human and financial resources. The benefit for the community is that the green open space of the city becomes cool, the absorption of air pollution, dampening the noise and becoming the destination of the residents to conduct activities or recreation. The process of implementing the development process through Harmoni Service City program is influenced by several supporting and inhibiting factors. Factors supporting the implementation process of development through the Harmoni Service City program in meeting the needs of Green open spaces include: first, the existence of support from the existence of cooperation between SKPD related, secondly the availability of Regulation Legislation governing Green Open Spaceship, third, the existence of support from the Government City of Kediri and Society. Keemapat, the state of Kediri that is in desperate need of Green Open Space Area. Inhibiting factors of development implementation through Harmoni Service City program include: first, limited funds in the process of implementing existing regulations. Second, the absence of clear rules. Third, the existence of Green Open Space that is already available but less used properly. Fourth, still not exactly the plants on the existing green space after the function and ekstetikanya.
