Abstract
Pemerintah Provinsi Jawa Timur bersama dengan Pemerintah Kabupaten Pasuruan, Kabupaten Malang dan Kota Batu menandatangani Surat Kesepakatan Bersama yang berisi tentang kesepakatan membangun infrastruktur jalan baru untuk mengatasi kemacetan parah pada akses jalan Surabaya menuju Malang Raya. Adapun tindak lanjut dari kesepakatan kerjasama ini adalah membangun jalan tembus mulai dari Sukorejo (Pasuruan) hingga Bumiaji (Kota Batu) dengan total penjangnya 33,91 kilometer, sedangkan anggaran yang dibutuhkan mencapai kira-kira 1,3 triliun Rupiah.Dalam penelitian ini, peneliti menggunakan jenis penelitian deskriptif dengan menggunakan pendekatan kualitatif. Adapun yang menjadi fokus peneliatan adalah tahapan atau proses formulasi kebijakan kerjasama antar daerah dalam perencanaan pembangunan jalan tembus Sukorejo-Batu dan faktor-faktor pendukung dan penghambat proses kerjasama antar pemerintah daerah dalam pembangunan jalan tembus Sukorejo-Batu tersebut. Setelah melakukan penelitian, peneliti berkesimpulan bahwa tahapan atau proses formulasi kebijakan kerjasama antar daerah yang dilakukan oleh Pemerintah Provinsi Jawa Timur, Kabupaten Pasuruan, Kabupaten Malang dan Kota Batu terbagi menjadi empat tahap yaitu Perumusan masalah yaitu pengidentifikasian masalah, penyusunan agenda pemerintah, perumusan usulan kebijakan dan pengesahan kebijakan. Kebijakan kerjasama antar daerah ini telah disepakati dengan ditandatanganinya Kesepakatan Bersama Pemerintah Tentang Kerjasama Pembangunan Infrastruktur Jalan.Dalam proses eksekusi kebijakan kerjasama antar daerah terdapat beberapa faktor pendukung dan penghambat kerjasama. Faktor pendukung kebijakan kerjasama ini antara lain: pembangunan jalan tembus ini telah dikaji selama enam tahun dengan studi kelayakan pembangunan jalan tembus Sukorejo-Batu serta telah ada dukungan dari masyarakat setempat. Sedangkan faktor pengambat proses kerjasama ini adalah Pemerintah Kabupaten Malang dan Kabupaten Pasuruan menolak ikut dalam pembiayaan pembangunan jalan karena di anggap kurang memberi dampak positif yang signifikan untuk daerahnya, melainkan memberi dampak yang sangat signifikan pada Pemerintah Kota Batu karena akan mampu mendongkrak wisatawan yang akan berkunjung ke Kota Batu.
English Abstract
The provincial Government of East Java along with County Government Pasuruan, Malang and Batu city signed a mutual agreement which contains about a deal to build a new road infrastructure to cope with the severe congestion on the access road toward Malang Raya-Surabaya. As for the follow-up of this cooperation agreement are building roads range from translucent Sukorejo (Pasuruan) to Bumiaji (Batu Town) with a total of long of the roads are 33.91 kilometres, whereas the budget needed reach approximately 1.3 trillion Rupiah.In this study, researchers used a type of descriptive study using qualitative approach. As for that became the focus of research is on policy formulation or process stages of cooperation between regions in the planning of road construction of translucent of Sukorejo-Batu and factors supporting and restricting the process of cooperation between local governments in the construction of roads the Sukorejo-Batu translucent. After doing research, the researcher concludes that policy formulation or process stages of cooperation between regions conducted by the Government of East Java province, District Pasuruan, District Malang and Batu city is divided into four stages, namely the formulation of the problem of identifying the problem, namely the preparation of the agenda of the Government, the formulation of proposals for policy and endorsement policy. The policy of cooperation between these areas agreed upon with the signing of the agreement together with the Government On development cooperation road infrastructure.In the process of the execution of the policy of cooperation between the regions there are some factor endowments and a barrier to cooperation. Factors supporting policy cooperation: This translucent road development has been examined over the past six years with road construction feasibility study of translucent Sukorejo-Batu and has support from the local community. Whereas this cooperation process retricting factor is the Local Government of Malang Pasuruan and refused to participate in financing road construction because considered less significant positive impact giving to its territory, but rather gives a very significant impact on the Local Government of the Batu City of as it will able to boost tourists who will be visiting the Batu City.
