Abstract
Badan Usaha Milik Desa merupakan badan usaha yang seluruh atau sebagian besar modalnya dimiliki oleh Desa yang digunakan untuk mengelola aset desa, jasa pelayanan, dan usaha lain untuk menyejahterakan masyarakat. Pengelolaan keuangan yang dilakukan secara profesional merupakan salah satu cara agar BUM Desa mampu berjalan maksimal untuk mencapai tujuannya. Desa Babadan, Kecamatan Karangrejo, Kabupaten Tulungagung merupakan salah satu desa yang mendirikan BUM Desa. Pengelolaan keuangan BUM Desa di Babadan dilakukan oleh Dewan Direksi yang terdiri dari Direktur Utam, Direktur Administrasi, dan Direktur Keuangan. Pengelolaan Keuangan BUM Desa terdiri dari perencanaan, pelaksanaan, penatausahaan, pelaporan, dan pertanggungjawaban keuangan desa yangmana laporan pertanggungjawaban tersebut disampaikan oleh Direktur Utama pada Rapat Umum Tahunan dan Rapat Umum Pemegang Modal/Saham. Untuk mencegah tindak penyalahgunaan wewenang oleh Dewan Direksi selaku pelaksana operasional, maka dibentuklah Badan Pengawas BUM Desa untuk mengetahui sejauh mana pelaksanaan tugas serta tanggungjawab dari pelaksana operasional. xii Dalam menjalankan BUM Desa, Direksi menemui beberapa hambatan berupa kurangnya sumber daya manusia yang dimiliki serta kurangnya modal yang dimiliki oleh BUM Desa. Untuk mengatasi hal tersebut, Direksi melaksanakan beberapa cara seperti menambah unit usaha baru guna memperkenalkan dan menarik minat masyarakat pada BUM Desa, mengadakan pelatihan-pelatihan dan sosialisasi program-program pemerintah, serta mengeluarkan beberapa ketentuan untuk menanggulangi kekurangan modal tersebut.
English Abstract
Village-Owned Enterprises is a business entity which is wholly or partly owned by a village that is used to manage village assets, services, and other businesses for the welfare of the community. Financial management is done professionally is one way for BUM Desa able to run optimally to achieve its goals. Babadan Village, Karangrejo Sub-district, Tulungagung Regency is one of the villages that established Village-Owned Enterprises. The financial management of Village-Owned Enterprises in Babadan is conducted by the Board of Directors consisting of the President Director, Director of Administration, and the Director of Finance. Management of Village-Owned Enterprises Finance consists of planning, implementation, administration, reporting, and accountability of village finances where the accountability report is submitted by the President Director at the Annual General Meeting and General Meeting of Shareholders / Shares. In order to prevent acts of abuse by the Board of Directors as operational implementer, the Village-Owned Enterprises Bureau Supervisory Board was established to find out the extent to which the tasks and responsibilities of the operational operators were carried out. In running Village-Owned Enterprises, the Board of Directors met several obstacles in the form of lack of human resources and lack of capital owned by xiv Village-Owned Enterprises. To overcome this, the Board of Directors implemented several ways such as adding new business units to introduce and attract public interest in Village-Owned Enterprises, conduct training and socialization of government programs, and issue some provisions to overcome the lack of capital.
