Abstract

Terminal Kertonegoro merupakan terminal tipe A yang menjadi terminal induk di Kabupaten Ngawi. Namun berdasarkan hasil observasi terjadi penurunan jumlah pengunjung terminal kertonegoro sebesar 40% dan penurunan jumlah angkutan umum yang masuk-keluar terminal sebesar 31% sejak terminal dioperasionalkan pada tahun 2010. Tujuan penelitian ini adalah mengetahui kinerja operasional dan kinerja pelayanan Terminal Kertonegoro. Metode analisis yang digunakan untuk analisis kinerja operasional terminal adalah analisis deskriptif evaluatif dengan membandingkan kondisi eksisting dengan standar yang ada, sedangkan untuk kinerja pelayanan digunakan analisis Importance Perfomance Analysis (IPA), yang selanjutnya disusun arahan dengan menggunakan analisis Quality Function Deployment (QFD). Berdasarkan hasil analisis, masih terdapat kinerja operasional Terminal Kertonegoro yang belum memenuhi standar yang ada antara lain regulasi trayek angkutan lokal yang belum sesuai dengan lokasi terminal, kurang teraturnya waktu kedatangan dan waktu pelayanan angkutan umum serta belum teraturnya sirkulasi di dalam terminal sedangkan untuk dari analisis kinerja pelayanan terminal, berdasarkan hasil analisis IPA dari hasil persepsi penumpang AKAP, AKDP dan AK & AD, didadapatkan 18 atribut pelayanan yang menjadi prioritas perbaikan. Dari hasil analisis kinerja operasional dan kinerja pelayanan, disusun arahan peningkatan kinerja Terminal Kertonegoro, yang selanjutnya didapatkan urutan prioritas arahan dengan menggunakan analisis QFD, urutan prioritas arahan tersebut antara lain 1. Menyediakan informasi angkutan serta jadwal angkutan dalam trayek lanjutan dan kendaraan umum tidak dalam trayek lanjutan, 2. Perbaikan fasilitas keselamatan jalan, 3. Penyesuaian regulasi trayek angkutan lokal terhadap lokasi terminal kertonegoro, 4. Perbaikan fasilitas keamanan, 5. Menyediakan fasilitas untuk penyandang difabel, 6. Mengatur pengelompokan ruang dan sirkulasi dalam terminal, 7. Menyediakan jadwal kendaraan umum beserta tarifnya, 8. Menetapkan waktu maksimal pelayanan angkutan umum, 9. Perbaikan fasilitas ruang tunggu, 10. Perbaikan fasilitas perbaikan ringan kendaraan umum.

English Abstract

Kertonegoro terminal is a type A terminal that becomes the main terminal in Ngawi District. However, based on observations, there has been a decrease in the number of kertonegoro terminal visitors by 40% and decreasing the number of public transport in and out of the terminal by 31% since the terminal has been operationalized in 2010. This study aims to determine the operational performance and service performance of Kertonegoro Terminal. The analytical method used for terminal operational performance analysis is descriptive evaluative analysis by comparing the existing condition with the standard, while for service performance is used analysis of Importance Perfomance Analysis (IPA), which then prepared the guidance by using Quality Function Deployment (QFD) analysis. Based on the results of the analysis, there are still operational performance of Kertonegoro Terminal which has not fulfilled the existing standard such as local transport route regulation which not yet suitable for terminal location, lack of regular arrival time and public transport service time and unregulated circulation inside terminal while for from performance analysis terminal services, based on the results of IPA analysis from the perception of passengers AKAP, AKDP and AK & AD, 17 service attributes are found to be prioritized for improvement. From the analysis result of operational performance and service performance, the direction of performance improvement of Kertonegoro Terminal, which then gets the order of priority directives by using QFD analysis, the order of priority of the direction are 1. Provide transportation information as well as transport schedule in advanced routes and public transport not in advanced route, 2. Improvement of road safety facility, 3. Adjustment of local transport route regulation to kertonegoro terminal location, 4. Improvement of security facility, 5. Provide facilities for persons difable, 6. Arranging the grouping of space and circulation within the terminal, 7. Providing general vehicle schedule along with the tariff, 8. Establishing the maximum time of public transportation service, 9. Repairing the waiting room facility, 10. Repairing the light repair facilities of public transport
