Abstract
Desentralisasi dan penguatan daerah telah menjadi fokus dunia akhir-akhir ini. Hal tersebut memungkinkan pemerintah untuk terjun langsung dalam hubungan internasional salah satunya melalui kerjasama sister city. Surabaya menjadi salah satu daerah yang melaksanakan sister city. dari beberapa sister city yang telah dilaksanakan oleh Surabaya, sister city yang dilakukan dengan menggandeng Kitakyushu sebagai mitra kerjasama membawa dampak yang cukup signifikan bagi pembangunan Kota Surabaya. Kerjasama ini membahas mengenai manajemen dan tata kelola lingkungan sehingga disebut sebagai Green Sister City. Secara garis besar penelitian ini akan membahas mengenai bagaimana implementasi dari kerjasama sister city Surabaya-Kitakyushu melalui konsep decentralized cooperation. untuk mengkaji isu terkait, terdapat empat indikator dalam decentralized cooperation yaitu decentralization support, keterlibatan NGO/private sector, exchanges dan consulting activities. Temuan utama dari penelitian ini adalah kerjasama sister city Surabaya-Kitakyushu telah dilaksanakan dengan baik sesuai dengan MoU yang berlaku dan menjadi private sector sebagai aktor yang dominan dalam kerjasama tersebut.
English Abstract
Decentralization and regional strengthening have been being the focus of the world these days. This allows the government to engage directly to the international relations, one of them through sister city cooperation. Surabaya becomes one of the areas that implements sister city. Compared with several sister cities that have been implemented by Surabaya so far, sister city which is done by cooperating with Kitakyushu as the cooperation partner brings the significant impacts for the development of Surabaya city. This cooperation discusses the management and environmental governance known as Green Sister City. In general, this study will discuss about the implementation of sister city cooperation of Surabaya-Kitakyushu through the concept of decentralized cooperation. In order to examine related issues, there are four indicators in decentralized cooperation namely decentralization support, NGO / private sector involvement, exchanges and consulting activities. The main findings of this study are sister city cooperation of Surabaya-Kitakyushu has been implemented well in accordance with the applicable MoU and become private sector as the dominant actor in the cooperation.
