Abstract
Penelitian dilakukan berdasarkan kekhawatiran masalah alih fungsi lahan. Permasalahan alih fungsi lahan di setiap daerah sudah mencapai tahap mengkhawatirkan. Dimana alih fungsi lahan tidak hanya melanda kota-kota besar saja, tetapi daerah kota kecil seperti kota Batu. Kota Batu sebagai kota ditunjang perekonomian agraria kota Batu berkembang dengan pesat. Selain kota pertanian kota Batu juga dikenal sebagai kota pariwisata. Permasalahan yang dihadapi kota Batu adalah dalam menjaga keseimbangan pertanian dan pembangunan. Ditinjau dari permasalahan yang dihadapi maka teori yang sesuai adalah alih fungsi lahan menurut Isa Iwan (2004). Selain itu teori pembangunan berkelanjutan juga termasuk seperti yang disampaikan oleh Emil Salim (1990). Penelitian ini menggunakan jenis deskriptif pendekatan kualitatif. Sumber data diperoleh meliputi : (1) informan, (2) peristiwa, dan (3) dokumen. Analisis permasalahan pada penelitian ini menggunakan paradigma interpretatif menurut Agung Budi Sulistiyo (2013). Paradigma interpretatif memiliki maksud peneliti mampu memberikan saran dan pemecahan masalah melalui prediksi masalah yang dihadapi. Permasalahan yang dihadapi oleh kota Batu adalah alih fungsi lahan. Permasalahan alih fungsi lahan terjadi diakibatkan oleh suhu, keadaan tanah, dan kebutuhan non pertanian meningkat. Pembangunan berupa wisata dan perumahan terjadi dengan pesat di kota Batu. Permasalahan diselesaikan dengan cara berupa pemetaan wilayah dengan meningkatkan potensi masing-masing desa di kota Batu. Sebagai peniliti memberikan saran berupa penggunaan teknologi citra satelit yang sudah mulai diterapkan. Teknologi dimanfaatkan bertujuan mengetahui keadaan wilayah kota Batu lebih akurat. Selain itu sosialisasi mengenai pertanian juga ditingkatkan bertujuan menjaga lahan pertanian dan lahan hijau demi masa depan.
English Abstract
Research carried out on the basis of the concern is the issue of land over the function. The problems over the function of land in each region has reached alarming stage. Where is the land over the function not only hit major cities only, but the area of the small city such as Kota Batu. Kota Batu as the city supported an agrarian economy stone town growing rapidly. In addition to the agricultural city of Kota Batu also known as the city of tourism. The problems facing the Kota Batu was in keeping the balance of agriculture and development. Review of problems facing then the theory is rather a function of land according to Isa Iwan (2004). In addition the theory of sustainable development are also included such as delivered by Emil Salim (1990). This research uses descriptive qualitative approach type. Data source retrieved include: (1) the informant, (2) events, and (3) of the document. Analysis of problems on the research of using the paradigm of the interpretive according to Agung Budi Sulistiyo (2013). Interpretive paradigm has the purpose of researchers able to give advice and problem solving through prediction problems encountered. The problems faced by the Kota Batu was over the function of the land. The problems over the function of the land occurred due to the temperature, the State of the soil, and agricultural needs increase. Development in the form of tourism and housing occurs rapidly in Kota Batu. Problem resolved by way of mapping the form region by improving the potential of each village in Kota Batu. As researchers advise the use of technology in the form of satellite imagery that already beginning to be applied. The technology utilized was aimed at knowing the Kota Batu is more accurate. Besides socialization about agriculture also enhanced aims keep agricultural land and green fields for the sake of the future.
