Abstract
Penelitian ini mengangkat tema inovasi pelayanan. Terdapat sebuah inovasi pelayanan di Kota Surabaya yang bernama campus social responsibility. Inovasi pelayanan campus social responsibillity ini di buat untuk mengatasi permasalahan anak putus sekolah dan rentan putus sekolah di Kota Surabaya. menurut data dari Dinas Sosial Kota Surabaya , anak putus sekolah di Kota Surabaya. Saat itu dinas sosial menerjukan 215 kakak asuh. Berdasarkan data dinas sosial, pada tahun 2015 ada 231 anak putus sekolah dan 54 anak rentan putus sekolah. Penelitian ini bertujuan untuk mengetahui bagaimana inovasi pelayanan campus social responsibility oleh Dinas Sosial Kota Surabaya. Pengumpulan data di lakukan dengan teknik observasi, wawancara, dan dokumentasi. Hasil analisis penelitan ini menunjukan bahwa inovasi pelayanan campus social responsibility ini di lihat dari empat indikator teori inovasi menurut Bruno Dente dan Paolli Colleti, innovation agenda, innovation process, innovation product dan innovation simbolic. Hasil Penelitian menunjukan, Program inovasi pelayanan campus social responsibility pertama kali di bentuk tahun 2014. Ketika pertama kali di bentuk, jumlah kampus yang bekerjasama hanya 19 kampus. Akan tetapi semakin meningkat setiap tahunnya. Hinga pada tahun 2017 jumlah kampus yang terlibat 26 kampus dan dalam implentasinya berhasil menurunkan anak putus sekolah dari tahun 2014-2016, inovasi pelayanan program campus social responsibility ini di inisiasi berdasarkan ide dari Walikota Kota Surabaya. Kemudian di diskusikan dengan Dinas Sosial Kota Surabaya dan setelah itu inovasi ini di jalankan pada tahun 2014. Selain itu, untuk membantu jalannya program campus social responsibility ini, pemerintah bekerja sama dengan universitas-universitas di Kota Surabaya. Setiap universitas memiliki kreativitasnya sendiri. Khususnya Universitas PGRI Adi Buana Kota Surabaya membuat sebuah perpustakaan untuk membantu jalannya program inovasi ini dalam menjalankan menjalankan program ini, Dinas Sosial Kota Surabaya menjalin komunikasi dengan beberapa pihak. Dengan Universitas, pihak Jawa Pos, serta pihak swasta. Dalam menyampaikan program ini, biasanya pihak universitas melakukan sosialisasi tentang program inovasi campus social responsibility ini kepada para mahasiswa baru.
English Abstract

In particular University PGRI Adi Buana Surabaya city make a library to assist in the operations of the innovation program, in run run this program, the social service of Surabaya city establish communications with some parties. With the University, the Jawa Pos, as well as private parties. In delivering this program, University parties usually do the socialization of innovation program campus social responsibility to the new students.
