Abstract

Penelitian ini membahas mengenai faktor-faktor penyebab ketidakpatuhan Korea Selatan terhadap “Agreement on Normalization of Gaeseong Industrial Complex” dalam penutupan Komplek Industri Kaesong pada tahun 2016. “Agreement on Normalization of Gaeseong Industrial Complex” merupakan sebuah kesepakatan dibentuk oleh Korea Selatan dan Korea Utara pada tahun 2013 dan salah satu poin dari kesepakatan tersebut menyatakan bahwa penutupan Komplek Industri Kaesong tidak boleh dilakukan oleh kedua pihak meskipun sedang terjadi konflik politik antara kedua negara. Penelitian ini menggunakan Compliance and Non- Compliance Theory milik Abram Chayes dan Antonia Chayes. Penelitian ini merupakan penelitian kualitatif dengan menggunakan data sekunder. Hasil penelitian ini memperlihatkan bahwa faktor penyebab dari ketidakpatuhan Korea Selatan terhadap “Agreement on Normalization of Gaeseong Industrial Complex” adalah adanya perubahan politik domestik yang ada di indikator The Temporal Dimension.

English Abstract

This research examines about factors that causing South Korea violate the “Agreement on Normalization of Gaeseong Industrial Complex” on Kaesong Industrial Complex closure on 2016. “Agreement on Normalization of Gaeseong Industrial Complex” is an agreement that made and agreed by South Korea and North Korea on 2013. One of the agreement point states that the closure of Kaesong Industrial Complex closure should not be done by both South Korea and North Korea, despite the ongoing political conflict between the countries. This research used Abram Chayes and Antonia Chayes’s Compliance and Non- Compliance Theory. This research is a qualitative research and using secondary datas. The result of this research show that the factors that causing South Korea violation to “Agreement on Normalization of Gaeseong Industrial Complex” is the presence of domestic political change in South Korea, which is one of the indicator on The Temporal Dimension variables
