Abstract
Perizinan adalah perangkat hukum administrasi yang digunakan untuk mengendalikan warganya, izin pada prinsipnya memuat larangan, persetujuan yang merupakan dasar pengecualian dari undang-undang.Salah satunya izin keramaian. Izin keramaian dikeluarkan oleh pihak kepolisan. Dasar dari izin keramaian dari pihak kepolisian adalah Petunjuk Lapangan Kepala Kepolisian Negara Republik Indonesia No. Pol. Juklap/02/XII/1995 tanggal 26 Desember 1995 tentang Perizinan dan Pemberitahuan Kegiatan Masyarakat. Kewenangan perizinan yang dimiliki oleh Kepolisian berdasarkan Pasal 15 ayat (2) huruf a,c,e,f Undang- Undang Republik Indonesia Nomor 2 Tahun 2002 tentang Kepolisian yaitu memberikan izin dan mengawasi kegiatan di keramaian umum dan kegiatan masyarakat lainnya.
English Abstract
Legalization is a set of administrative law used to control the citizen, the permission principally contains forbidding, acceptance which constitutes the basic of exception from constitution. One of them is crowd permission. The crowd permission is confessed by police side. The basic of crowd permission is the guidance of police head specialized in field Indonesia Republic juklap Police Number /02/XII/1995 26 December 1995 is about the permission and announcement of societal activity. The permission and announcement is about societal activity. The licensing authority possessed by the Police under Article 15 paragraph (2) letter a, c, e, f of Law of the Republic of Indonesia Number 2 Year 2002 concerns about the Police is to grant permits and supervise activities in public and other community activities.
