Abstract
Penelitian ini bertujuan untuk mengetahui Model Kebijakan yang diambil oleh Dinas Koperasi dan UMKM Provinsi Jawa Timur dalam membuat Kebijakan Publik Klinik KUMKM Jatim dalam rangka memberikan solusi kepada pelaku Koperasi dan UMKM di Jawa Timur.Penelitian ini dilaksanakan di Klinik KUMKM yang berlokasi di Dinas Koperasi dan KUMKM Provinsi Jawa Timur karena Klinik KUKM adalah salah satu TOP 99 Inovasi Pelayanan Publik yang dilansir oleh KemenpanRB. Teori yang digunakan dalam penelitian ini adalah Teori Kebijakan Publik dan Teori Model Kebijakan Publik dari Andrew Haywood untuk menjelaskan model kebijakan publik yang dipakai. Metode penelitian yang digunakan adalah penelitian Kualitatif Deskriptif dengan teknik pengumpulan data melalui Wawancara, Observasi dan studi Dokumentasi. Penentuan informan menggunakan teknik Purposive. Selanjutnya data yang diperoleh diolah melalui teknik Reduksi Data, display data dan Penarikan Kesimpulan. Hasil penelitian ini menjelaskan bahwa Klinik KUMKM Jatim adalah kebijakan publik yang mempunyai kecenderungan Model Inkremental karena Klinik KUMKM adalah hasil dari kebijakan-kebijakan yang lama diolah kembali menjadi kebijakan baru dengan tema dan pola yang sama.
English Abstract
This Research aims to review a Model Of Public Policy takes Department Small and Medium Enterprise and Cooperatives in Clinic Small And Medium Enterprise and Cooperative. In order to Empowerment and solution for Enterprenuer of Small And Medium Enterprise and Cooperatives. This Reaserch was carried out at Clinic Small and Small and Medium Enterprise and Cooperatives in Department Of Small and Medium Enterprise and Cooperatives East Java, because Clinic of KUMKM is the 99 Top Inovation Public Services which are held of Ministry of Empowerment of State Apparaturs and Beaurocracy. The theory that are used as to analyze in this reasearch is a Public Policy and Model Public Policy by Andrew Haywood to analyze Model Public Policy in this reasearch. The Methodology used in the reaserch is descriptive Qualitative, with data collection technique through Interview, Observation and Documentation. The Determination of Informants was done by using Purposive Method. Then data is Analyze through data reduction, Display Data and Conclusion. The result of this reasearch Explained that Clinic KUMKM is Public Policy takes Model Incremental because Clinic KUMKM reprensentation from the old policy processed again into new Policy with theme and same pattern.
