Abstract

Penelitian tentang Upaya Penanganan Tunggakan Pajak Bumi Bangunan Sektor Pedesaan dan Perkotaan (Studi pada BPKPD Kota Surabaya) bertujuan untuk mengetahui upaya apa yang dilakukan dalam menangani adanya tunggakan PBB-P2 di Kota Surabaya, serta mengetahui kendala-kendala apa saja yang menyebabkan masyarakat tidak membayar pajak dan akan menganalisis tentang akibat adanya tunggakan PBB-P2. Jenis penelitian yang digunakan oleh peneliti adalah penelitian kualitatif dengan pendekatan deskriptif. Fokus penelitian ini adalah Upaya yang dilakukan Badan Pengelolaan Keuangan dan Pajak Daerah Kota Surabaya dalam menangani tunggakan pajak bumi bangunan pedesaan dan perkotaan (PBB P2). Lokasi penelitian bertempat di Kota Surabaya dengan situs penelitian di Kantor Badan Pengelolaan Keuangan dan Pajak Daerah Kota Surabaya sebagai instansi yang berwenang mengelola PBB-P2. Teknik pengumpulan data dalam penelitian ini adalah wawancara dan dokumentasi. Penelitian ini menggunakan analisis data kualitatif Creswell yang dimulai bertahap dari pengumpulan data, manajemen data, pembacaan memoing, deskripsi, penyajian data. Penelitian ini melakukan wawancara terhadap Kepala Sub Bidang Penagihan PBB-P2 di BPKPD Kota Surabaya dan tiga wajib pajak yang menunggak pembayaran PBB-P2 serta dokumentasi jumlah Wajib Pajak yang menunggak di Kota Surabaya.

English Abstract

This research is about Handling Effort of Arrears of Property Tax Rural and Urban Sectors (Study in BPKPD Surabaya) and this research aims to find out the strategy used in handling the PBB-P2 arrears in Surabaya, then to find out the problems caused the citizens to not pay the tax and also to analyze the effect of the PBB-P2 arrears. This research used qualitative method with descriptive approach. This research focused on the effort used BPKPD Surabaya in solving the property tax (PBB-P2) arrears. This research located in Surabaya with research site in BPKPD Office Surabaya as the authorized institution in managing the PBB-P2. To collect the data, interview and documentation were used in this research. This research used analysis Creswell and resulting which are first data collection which covers the cooperation with the village officers about the taxpayers’ informationand PBB-P2 tax object also to keep the PBB-P2 billing routine activity, data management makes the PBB-P2 activity become efficient through some branches owned, and also keeping trust from the taxpayers and village officers. Documentation of taxpayer amount who are in arrears in Surabaya city.
