Abstract

Kota Batu merupakan salah satu kota wisata di Jawa Timur yang memiliki berbagai jenis atraksi wisata. Kota ini memiliki tingkat kunjungan wisatawan yang tinggi sehingga beberapa investor mulai menanamkan modalnya pada beberapa bidang yang bergerak di bidang pariwisata. Di Kota Batu tercatat terdapat 48 atraksi wisata, 73 hotel & resort, 50 rumah makan, 16 homestay, 148 villa, 4 pasar wisata, 13 pusat oleh-oleh dan 56 UMKM (Usaha Kecil Mikro Menengah) yang membantu keberlangsungan kepariwisataan di Kota Batu. Beberapa stakeholders tersebut saling berinteraksi satu sama lain, sehingga menimbulkan sebuah pola jaringan yang tidak pernah divisualisasikan atau digambarkan. Oleh karena itu, diperlukan untuk melakukan mapping mengenai interaksi stakeholders yang terjadi di Kota Batu, sehingga peneliti mengangkat judul “Analisis Pemetaan Jejaring Stakeholders Pariwisata di Kota Batu dengan Menggunakan Metode Social Network Analysis (SNA). Penelitian ini menggunakan metode eksploratori dengan pendekatan kualitatif dengan dua rumusan masalah, yaitu (1) bagaimanakah peta jejaring stakeholders pariwisata di Kota Batu? (2) Bagaimanakah derajat hubungan antara stakeholders pariwisata di Kota Batu meliputi degree centrality, closeness centrality dan betweenneess centrality?. Teknik pengambilan data diperoleh dari melakukan interview dengan narasumber, observasi dan dokumentasi. Interview dilakukan kepada tiga jenis stakeholders yaitu public sectors, private sectors dan community atau civil society. Analisis data menggunakan social network analysis (SNA) dan dijelaskan secara deskriptif. Hasil penelitian menunjukkan bahwa peta jejaring stakeholders pariwisata di Kota Batu terdiri dari 18 aktor pariwisata yang berasal dari ketiga sektor yaitu public sector, private sector dan community atau civil society. Berdasarkan peta jejaring tersebut, diketahui beberapa aktor yang dominan dan memiliki peran signifikan pada jaringan. Ukuran degree centrality menunjukan travel agent merupakan aktor yang paling dominan dan memiliki peran penting pada jaringan. Pada ukuran closeness centrality terdapat tiga aktor yang yang dominan yaitu makelar, POKDARWIS (Kelompok Sadar Wisata), dan ASITA (Association of The Indonesian Tours and Travel Agencies). Sedangkan berdasarkan betweenness centrality terdapat dua aktor yang mampu berperan sebagai fasilitator aktor lain yaitu Dinas Pariwisata dan Kebudayaan serta travel agent.

English Abstract

Batu is one of the tourism city in East Java which has various types of tourism attractions. This city has a high level of tourist visits so that some investors begin to invest in some areas that move in the field of tourism. In Batu, there are 48 attractions, 73 hotels and resorts, 50 restaurants, 16 homestays, 148 villas, 4 tourism markets, 13 souvenir centers and 56 SMEs that help the sustainability of tourism. Multiple stakeholders are inter-connected with one another, giving rise to a never visualized network pattern or tool. Therefor, it is necessary to do the mapping of stakeholders in Batu, so the researcher took the tittle “Mapping Analysis of Tourism Stakeholders Network in Batu by Using Social Network Analysis (SNA). This research uses exploratory method with qualitative approach with two problem formulation, that is (1) how is the map of tourism stakeholders network in Batu? (2) How does the relationship between tourism stakeholders in Batu according degree centrality, closeness centrality and betweenness centrality? Technique of data retrieval result from interview with informants, observation and documentation. Interviews were conducted on three types of stakeholders, there are public sector, private sector, and community or civil society. Data analysis using social network analysis (SNA). The result of this research showed the map of tourism stakeholders network in Batu consists of public sector, private sector and community or civil society. Based on the network, it is known that some actors are dominant and have an important role in the network. The measure of the degree centrality indicates that travel agent are the most dominant actors and have importants role in the network. In the measure of closeness centrality there are three most actors like broker, POKDARWIS (Kelompok Sadar Wisata), ASITA (Association of The Indonesian Tours and Travel Agencies). Meanwhile, according between centrality there are two actors who are able to act as facilitators of other actors like Department of Tourism and Culture, and travel agents.
