Abstract

Adanya revolusi hijau di Indonesia, menyebabkan para petani di Indonesia, khususnya di Kota Batu berlomba-lomba untuk meningkatkan produktivitas pertanian mereka dengan menggunakan pupuk kimia maupun pestisida guna mewujudkan hasil panen yang melimpah, perawatan tanaman yang efektif, serta mendapatkan keuntungan yang besar. Namun, hal ini berdampak pada menurunnya kesuburan tanah di Kota Batu dan juga berdampak pada kesehatan masyarakat yang mengkonsumsi sayuran yang mengandung bahan-bahan kimia. Berawal dari masalah tersebut, ditahun 2012 pemerintah Kota Batu merencanakan program “Go-Organic” bagi para petani Kota Batu sebagai wujud pembangunan berkelanjutan guna mengurangi dampak kerusakan lingkungan, meningkatkan kesejahteraan dan pendapatan petani, serta upaya menarik minat wisatawan sebagai wujud pengembangan agrowisata. Penelitian ini bertujuan untuk menjawab rumusan masalah (1) bagaimana pelaksanaan program “Go-Organic” di Desa Temas (2) bagaimana respon petani di Desa Temas terhadap program tersebut (3) bagaimana resistensi petani Desa Temas terhadap program “Go-Organic” dalam upaya pembangunan pertanian berkelanjutan di Kota Batu. Penelitian ini menggunakan metode penelitian kualitatif dalam pengambilan data, yang meliputi observasi, wawancara mendalam, dokumentasi, serta studi literatur sebagai data pendukung. Hasil penelitian dan analisis data, menunjukkan bahwa resistensi yang dilakukan oleh petani Desa Temas adalah sebuah bentuk perjuangan petani untuk melawan eksploitasi yang dilakukan pemerintah terhadap petani. Adanya dominasi pemerintah dalam penerapan program “Go-Organic” di Desa Temas, menjadikan para petani melakukan berbagai tindakan resistensi sebagai bentuk protes mereka terhadap program pemerintah. Terdapat tiga tindakan resistensi yang dilakukan oleh para petani Desa Temas, yaitu pertama petani mengabaikan penerapan program “Go-Organic”, kedua para petani menyebarkan isu ke sesama anggota kelompok tani yang akan beralih ke pertanian organik, dan ketiga adalah pengabaian pengelolaan Kampung Wisata Tani sebagai lahan percontohan pertanian organik di Desa Temas, sehingga KWT tidak lagi beroprasi dan menyuplai hasil panen tanaman organik kepada “Be Life”.

English Abstract

The existence of the green revolution in Indonesia, causing Indonesian's Farmers, especially in Batu city vying to improve their agricultural productivity by using chemical fertilizers or pesticides in order to maximize the crop, effective plant care, as well as great profits for the farmers. However, this resulted in a decrease of soil fertility in Batu city and also have an impact on public health who consume vegetables containing chemicals. Starting from this issue, in 2012 the Government of Batu city planning a program named "Go-Organic" for farmers in Batu city as a form of sustainable agriculture development in order to reduce the impact of environmental degradation, improve well-being and farmers income, as well as the efforts to made an interest destination for tourists as a manifestation of the development of agro-tourism in Batu city. This research aims to answer the social problems (1) how the implementation of the program "Go-Organic" in Temas village (2) how the response of farmers in the village against the "Go-organic" program (3) how is the resistance of Temas village farmers to "Go-Organic" program in the effort of sustainable agriculture development in Batu city. This research use qualitative research methods in data retrieval, which is include observation, in-depth interviews, documentation, and the study of literature as supporting data. The results of this research and data analysis, shows the resistance done by Temas Village farmers is to fight against The exploitation of government to the farmers. also the consequences of Batu Government dominance in the implementation of this program in the village of Temas resulting the farmers to act as a form to protest against the exploitation that carried out by the Government itself. there are three actions of the resistance made by the farmers, the first step is the farmers ignored the application of "Go-Organic" program; second, the farmers, spread an issue to members of a group of farmers who planning to switch to an organic farming, and the third is a waiver of managing the agro-Tourism in Temas village as land pilot organic farm in Batu city village, so the agro-tourism is no longer on operations and supply the organic crop to "Be Life".
