Abstract
Dalam memenuhi kebutuhannya atas sumber daya air, baik aktor negara maupun non negara seringkali bersaing satu sama lainnya. Persaingan ini seringkali digambarkan dari cara aktor – aktor tersebut mengolah dan memanfaatkan source of power yang dimiliki, dengan tujuan untuk mengimbangi, menyaingi, atau bahkan mematikan keunggulan aktor lain atas kepemilikan dan pemanfaatan sumberdaya air. Penggunaan source of power tersebut disebut sebagai strategi, yang kemudian dapat diimplementasikan lebih lanjut dalam berbagai bentuk mekanisme. Pada daerah aliran sungai Tigris dan Euphrates di Timur Tengah, Turki merupakan negara yang memiliki status hydro – hegemony. Dikarenakan terlatak pada salah satu daerah paling kering di dunia, Tigris dan Euphrates memainkan peran yang begitu penting sehingga persaingan antar aktor tidak dapat terelakkan. Turki memiliki keunggulan dalam posisi geografisnya. Keunggulan tersebut kemudian di padukan dengan penggunaan source of power lainnya seperti kekuatan militer, ekonomi, dan diplomatis untuk mempertahankan statusnya tersebut.
English Abstract
For the sake of getting access towards water, especially in a particularly dry environment, international actors (state or non state) often compete with each other. These competition is often illustrated with the way actors process an utilize their own unique source of power, in order to compensate with, compete with, or even stall and fully disable other actor’s advantage(s) over water resources. The way actors use and utilize their source of power is called a strategy, which can be further implemented in various forms of mechanism. In the Tigris and Euphrates river basin in the Middle East, Turkey is an actor with the hydro – hegemon. Due to being one of the driest region on earth, both the Tigris and Euphrates hold such an important role, so important that the competition between actors for their share of these two rivers is inevitable. Overall, Turkey has an undisputed advantage in its geographic position, this advantage is then combined with their othe source of power such as military, economical, and diplomatic power to maintain their hegemonic status towards water.
