Abstract
Penelitian ini mengidentifikasi bagaimana proses pengembangan pariwisata berbasis community based tourism melalui kegiatan agrowisata di Kota Batu dengan mengaitkan Peran Pemerintah Daerah. Kecamatan Bumiaji ditetapkan wilayahnya sebagai pusat pengembangan kegiatan agrowisata oleh Pemerintah Daerah Kota Batu. Peran Pemerintah mencakup 3 aspek, yaitu peran pengaturan, peran pelayanan umum, dan peran pemberdayaan. Jenis penelitian ini adalah kualitatif deskriptif dimana pengumpulan datanya menggunakan data primer melalui wawancara dan data sekunder diperoleh dari dokumen yang dianalisis menggunakan teknik kondensasi data. Keabsahan datanya menggunakan triangulasi sumber. Adanya pariwisata berbasis community based tourism membuat masyarakat terlibat dalam partisipasi kegiatan pariwsata. Hal ini melibatkan peran pemerintah selaku pembuat kebijakan di bidang pariwisata dan tugas kelompok sadar wisata (Pokdarwis) dalam pelaksanaan kegiatan agrowisata untuk mewujudkan community based tourism. Selain itu juga berdampak pada kondisi ekonomi, lingkungan, dan sosial yang ada di kawasan agrowisata Kota Batu. Mengamati fenonema tersebut, dibutuhkan peran pemerintah dan kelompok sadar wisata (Pokdarwis) dalam mewujudkan kegiatan agrowisata berbasis community based tourism di Kota Batu. Hasil yang diperoleh dalam penelitian ini adalah menggambarkan tentang peran pemerintah dalam mengatur kebijakan kegiatan agrowisata, peran pemerintah dalam membentuk kelompok sadar wisata (Pokdarwis), pengembangan kawasan agrowisata melalui pemberdayaan masyarakat, dan dampak dari pengembangan agrowisata melalui dimensi community based tourism yaitu dimensi ekonomi, dimensi lingkungan, dan dimensi politik
English Abstract
This study identifies how the process of tourism development based on community-based tourism through agro-tourism activities in Batu City by linking the Role of Regional Government. Bumiaji Sub-district is designated its territory as the center of agro-tourism development by the Regional Government of Batu City. The Government's role covers 3 aspects, namely the role of regulating, the role of public service, and the role of empowerment. The type of this research is qualitative descriptive where data collection using primary data through interview and secondary data obtained from documents analyzed by using data condensation technique. The validity of the data using source triangulation. The existence of community based tourism based tourism makes the community involved in the participation of pariwsata. This involves the role of government as policy makers in the tourism sector and the task of tourism awareness group (Pokdarwis) in the implementation of agro-tourism activities to realize community-based tourism. It also affects the economic, environmental, and social conditions that exist in the agro area of Batu City. Observing the phenonema, it takes the role of government and tourism awareness group in realizing agrotourism based on community based tourism in Batu City. The results obtained in this study is to describe the role of government in regulating the policy of agro-tourism activities, the role of government in forming tourism awareness groups (Pokdarwis), agro-tourism development through community empowerment, and the impact of agro-tourism development through the dimensions of community-based tourism, economic, environment, and political dimension.
