Abstract
Otonomi memungkinkan pemerintah daerah memiliki wewenang untuk mengelola keuangan daerahnya termasuk dalam peningkatan kemandirian fiskal. Desentralisasi daerah dapat dinyatakan berhasil apabila daerah tersebut memiliki kapasitas fiskal yang dapat dimanfaatkan untuk pengeluaran belanja modal yang pada akhirnya dapat meningkatkan investasi daerah dan mendorong pertumbuhan ekonominya. Akan tetapi tingkat kemandirian fiskal kabupaten/kota dan Provinsi Jatim yang cenderung stagnan sekitar 25% akan dikhawatirkan mempengaruhi kelancaran aktivitas ekonomi Jatim melalui pertumbuhan ekonominya. Metode analisis yang digunakan adalah analisis regresi persamaan simultan. Hasil penelitian menunjukkan bahwa kemandirian fiskal dan rasio belanja pegawai memiliki pengaruh signifikan negatif terhadap belanja modal ini mengindikasikan peningkatan kemandirian masih banyak alokasinya untuk belanja di luar modal serta rasio belanja pegawai yang cukup besar mengurangi ruang fiskal daerah untuk belanja modal sehingga investasi pemerintah maupun kemandirian fiskal tidak signifkan dalam mempengaruhi pertumbuhan ekonomi, hal ini dimungkinkan karena pengaruh belanja modal tidak dapat dirasakan secara langsung pada jangka pendek serta peningkatan kemandirian fiskal sama sekali tidak berpengaruh pada pendapatan masyarakat sehingga peningkatan pertumbuhan ekonomi daerah mayoritas masih dipengaruhi oleh sektor investasi swasta.
English Abstract
Autonomy enables local governments to have the authority to manage their regional finances, including in enhancing fiscal independence. Regional decentralization can be declared successful if the region has a fiscal capacity that can be utilized for capital expenditures that ultimately can increase local investment and encourage economic growth. However, the level of fiscal independence of districts / municipalities and East Java Province which tends to stagnate about 25% will be feared affect the smooth economic activity of East Java through economic growth. The method of analysis used is simultaneous equation regression analysis. The results showed that the fiscal independence and ratio of personnel expenditures have a significant negative effect on capital expenditure thus indicates that there is still a lot of allocation for spending outside the capital and a substantial ratio of personnel expenditure reduces the fiscal space for capital expenditure so that government investment and fiscal independence are not significant in influencing economic growth, this is possible because the effect of capital expenditure can not be felt directly in the short term and the increase of fiscal independence has absolutely no effect on the income of the community so that the increase of economic growth of the majority area is still influenced by private investment sector.
