Abstract
Latar belakang dilakukannya penelitian ini adalah adanya tujuan yang harus dicapai oleh Indonesia secara umum dan khususnya Pemerintah Kota Batu terkait dengan masalah kesehatan yang telah menjadi target SDGs. Selain itu, Kota Batu juga merupakan wilayah pemekaran yang tergolong maju dan berkembang dilihat dari IPM yang dicapainya setiap tahun. Secara teoritis, terdapat indikator yang harus dicapai untuk mewujudkan kesejahteraan seperti terpenuhinya hak-hak masyarakat dan adanya partisipasi masyarakat dalam berbagai program pemerintah. Oleh karena itu, untuk menunjang kesejahteraan masyarakat Kota Batu dalam sektor kesehatan harus diperhatikan faktor-faktor yang mempengaruhinya. Tujuan dari penelitian ini adalah ingin menganalisis kesejahteraan masyarakat Kota Batu dalam sektor kesehatan pada tahun 2010-2014 dan faktor-faktor yang mempengaruhinya. Teori yang dipakai dalam penelitian ini adalah teori kesejahteraan Esping-Andersen. Hasil penelitian diketahui bahwa (i) dinamika kesehatan di Kota Batu masih bersifat fluktuatif, (ii) program kesehatan di Kota Batu sudah cukup namun masih kurang dalam hal sosialisasi, (iii) masyarakat Kota Batu telah diberikan beberapa jaminan kesehatan oleh Pemerintah Kota Batu, (iv) fasilitas kesehatan di Kota Batu masih perlu diperhatikan lagi oleh Pemerintah Kota Batu, dan (v) pelayanan kesehatan di Kota Batu masih dirasa kurang oleh masyarakat. Faktor pendukung dan penghambat dalam meningkatkan kesejahteraan masyarakat, yaitu fasilitas kesehatan, sumber daya manusia, komunikasi, anggaran, partisipasi masyarakat, dan pelayanan yang memadai.
English Abstract
The background knowledge of this research is the objectives that must be achieved by Indonesia, especially by Batu Government who are related to the health issue which is the goal of SDGs. Besides, Batu City is an expansion area that is classified as a developed area from its IPM achievement every year. Theoretically, there is an indicator that must be achieved to reach the welfare such as fulfilment of society rights and participation of society on Government’s programs. Therefore, to support society welfare on health sector in Batu City, some factors that affect should be noted. The purpose of this research is to analyze the society welfare on health sector and the factors that affect in Batu City in the year of 2010-2014. The theory used in this research is Esping-Andersen's welfare theory. The result of the analysis is (i) health dynamics in Batu still fluctuating, (ii) health program in Batu is sufficient but still lacking in terms of socialization, (iii) Batu society have been given some health insurances by the government, (iv) The Government need to take note more on the health facilities in Batu, (v) there is health services lacking in Batu according to the society. Supporting and inhibiting factors in improving society welfare, which are health facilities, human resources, communication, budget, society participation and adequate services.
