Abstract
Program Usaha Peningkatan Pendapatan Keluarga Sejahtera (UPPKS) merupakan salah satu program nasional yang melakukan kegiatan pemberdayaan keluarga dalam bidang ekonomi. Pelaksanaan program UPPKS diintegrasikan dengan program Keluarga Berencana (KB) yang dirintis dan dipelopori oleh BKKBN. Program UPPKS memiliki tujuan untuk meningkatan pendapatan keluarga sejahtera yang kemudian diharapkan akan dapat memperbaiki kesejahteraan keluarga. Pelaksanaan UPPKS yang dilakukan di seluruh Indonesia tidak sepenuhnya berjalan dengan baik termasuk juga di Kabupaten Gresik. Pelaksanaan program UPPKS di Kabupaten Gresik lebih terfokus pada pemberian Alat Teknologi Tepat Guna (ATTG), sehingga proses pembinaan, pelatihan dan pendampingan kurang intensif. Mayoritas jenis usaha anggota kelompok UPPKS di Kecamatan Menganti, Kabupaten Gresik adalah industri pengolahan. Jenis usaha ini merupakan jenis usaha yang paling banyak dilakukan oleh masyarakat di Kabupaten Gresik. Pelaksanaan program UPPKS di Kecamatan Menganti perlu dilakukan secara efektif sehingga usaha yang dilakukan dapat berkembang dan mampu bersaing dengan usaha sejenis yang sudah ada. Tujuan dari penelitian ini adalah (1) Mendeskripsikan pelaksanaan program UPPKS di Kecamatan Menganti,Kabupaten Gresik (2) Menganalisis efektivitas program UPPKS di Kecamatan Menganti, Kabupaten Gresik, dan (2) Menganalisis peningkatan pendapatan keluarga di Kecamatan Menganti, Kebupaten Gresik sesudah mengikuti program UPPKS. Pengukuran efektivitas program dilihat dari empat variabel menurut Budiani (2009), yaitu (1) Ketepatan sasaran program, (2) Sosialisasi program, (3) Tujuan Program, dan (4) Pemantauan program. Teknik pengumpulan data yang digunakan adalah teknik purposive sampling dengan jumlah sampel 25 keluarga anggota kelompok UPPKS di Kecamatan Menganti. Teknik analisis data yang digunakan adalah analisis statistik deskriptif menggunakan rasio efektivitas dan tes Mc Nemar. Pelaksanaan Program UPPKS di Kecamatan Menganti, Kabupaten Gresik terbagi menjadi pengelolaan kelompok, pengelolaan administrasi dan keuangan, pengelolaan usaha serta pemantauan dan evaluasi program. Hasil penelitian menunjukkan bahwa efektivitas program UPPKS di Kecamatan Menganti, Kabupaten Gresik menghasilkan rasio efektivitas sebesar 56,8%. Rasio efektivitas tersebut tergolong kedalam kategori tidak efektif. Hasil dari tes Mc Nemar memperoleh nilai signifikasi sebesar 0,031. Nilai ini lebih kecil < 0,05 sehingga Ho ditolak. Hal ini menunjukkan bahwa terdapat peningkatan pendapatan keluarga yang signifikan sebelum dan sesudah mengikuti program UPPKS. Namun, peningkatan pendapatan keluarga yang terjadi tidak sejalan dengan pelaksanaan program yang tergolong tidak efektif. Hal ini karena terdapat sumber pendapatan dari anggota keluarga lain yang mempengaruhi analisis dan pendapatan keluarga.
English Abstract
Family welfare income increasing program (UPPKS) is one of the national programs that conduct family empowerment activities in the economic. The implementation of the UPPKS program is integrated with Family Planning (FP) program initiated by the BKKBN. The UPPKS program aims to increase the income of the welfare families, which is then expected to improve the welfare families. The implementation of UPPKS conducted throughout Indonesia is not fully run well including also in Gresik Regency. The implementation of UPPKS program in Gresik Regency more focused on the distribution of Appropriate Technology Tools (ATTG), so that the process of coaching, training and mentoring is less intensive. The majority of UPPKS group members in Menganti Subdistrict, Gresik Regency are processing industries. The processing industries is the mostly business worked by people in Gresik Regency. The implementation of the UPPKS program in Menganti Subdistrict needs to be done effectively so that the business can be developed and able to compete with the existing similar business. This research aims: (1) To describe the implementation of UPPKS program in Menganti Subdistrict, Gresik Regency (2) to analyze the effectiveness of UPPKS program in Menganti Subdistrict, Gresik Regency, and (3) to analyze the increase of family income in Menganti Subdistrict, Gresik Regency after following UPPKS program. Measurement of effectiveness program can be seen from four variables according to Budiani (2009), namely (1) The Accuracy of program target, (2) The socialization of program, (3) The purposes of Program, and (4) The monitoring of program. Data collection technique in this research used purposive sampling technique with number of samples are 25 families of UPPKS group members in Menganti Subdistrict. Data analysis technique in this research used descriptive statistical analysis using effectiveness ratio and Mc Nemar test. The implementation of UPPKS Program in Menganti Sub District, Gresik Regency is divided into group management, administrative and financial management, business management and program monitoring and evaluation. The results of this research showed that the effectiveness ratio of UPPKS program in Menganti Subdistrict, Gresik Regency is 56.8%. The effectiveness ratio is categorized as ineffective. This condition is caused by a group member who has not received ATTG assistance until now, the guidance and mentoring materials given have not been given completely to all members of UPPKS group, there are members of UPPKS group who still have not got program introduction, and field officer of planning family program does not provide timely and appropriate assistance in accordance with the problems faced by UPPKS group members. The results of the Mc Nemar test obtained a significance value of 0.031. This value is smaller than <0.05 so Ho is rejected. This indicates that there is a significant
