Abstract
Penelitianinimengangkat tema Pengembangan Sumber Daya Aparatur di kota Kediri. Fokus dari penelitian ini adalah pelaksanaan pengembangan aparatur yang dilakukan BKD kota Kediri dan faktor pendukung serta penghambat pengembangan aparatur negara. Teori yang menjadi landasan dalam penelitian ini adalah teori Manajemen Sumber Daya Manusia, teori Pelatihan dan Pengembangan, teori Birokrasi, dan teori Pegawai Negeri Sipil. Metode yang digunakan dalam penelitian ini adalah metodekualitatif. Pengumpulan data menggunakanwawancara, observasi, dan teknik dokumentasi.Penelitian inimelibatkanKepalakantordanbeberapastaf di Badan Kepegawaian Kota Kediri. Setelah data didapat lalu dianalisadan diolah kemudian diuraikan serta dilakukan penjelasan berdasarkan patokanteori yang ada. Hasil penelitian menunjukkan bahwa pelaksanaan pengembangan sumber daya aparatur di kota Kediri dilaksanakan dengan diklat, tugas belajar dan ijin belajar, serta promosi jabatan. Faktor pendukung dari pengembangan sumber daya aparatur di kota Keidiri adalah Sumber Daya Manusia, sarana dan prasarana (fasilitas), serta teknologi. Sedangkan faktor penghambat terdiri dari adanya aparatur yang tidak disiplindanteknologi. Kesimpulan dari hasil penelitian ini adalah proses pengembangan Sumber DayaAparatur di Pemerintahan Kota Kediri padatahun 2015 telah berjalan dengan baik mulai dari pelaksanaanya, faktorpendukungnya, dansyarat-syaratnyayang banyakmelibatkanbanyakpihak.Itu semua berkata danya dukungan dari karyawan itu sendiridan pihak kantor. Sehingga diharapkan dapat menyedot penilaian baik dari banyak pihak baik dari masyarakat Kota Kediri maupunluar Kota Kediri.Solusi untuk mengurangi factor penghambat dalam pengembangan sumber daya aparatur maka pemerintah Kota Kediri harus juga memperhatikan kebutuhan dari segi sarana dan prasarana yang diperlukan untuk mendukung pengembangan sumber daya aparatur di Kota Kediri.
English Abstract
This research theme Resources Development Apparatus in Kediri. The focus of this research is the implementation of the development apparatus conducted BKD Kediri and contributing factors as well as inhibiting the development of the state apparatus. The theory that form the basis for this study is the theory of Human Resource Management, Training and Development theory, the theory of bureaucracy, and the theory of Civil Servants. The method used in this study is a qualitative method. Collecting data using interviews, observation, and documentation techniques. The study involved the Head Office and some of the staff at Civil Service Agency Kediri. Once the data is obtained and then analyzed and processed later described as well done explanation based benchmark existing theories. The results showed that the implementation of the development of personnel resources in the town of Kediri implemented with training, the task of learning and study permits, as well as promotion. Supporting factor of development of personnel resources in the city Keidir is Human Resources, facilities and infrastructure (facilities), as well as technology. While penghambat factor consists of the apparatus undisciplined and technology. The conclusion of this study is the process of developing Apparatus Resources in Kediri City Government in 2015 has gone well from the implementation, supporting factors, and the terms that involve many factors. It was all thanks to the support of the employees themselves and the part of the office. Which is expected to gain a good assessment of many factors, both from the community and outside of Kediri Kediri. Solutions to reduce the limiting factor in the development of personnel resources, the government of Kediri must also consider the needs in terms of facilities and infrastructure necessary to support the development of personnel resources in Kediri.
