Abstract
Penelitian ini menjelaskan tentang wacana politik pada renegosiasi kontrak freeport antara Pemerintah Indonesia dengan PT Freeport Indonesia. Wacana renegosiasi kontrak freeport berawal ketika Setya Novanto menjadi pelaku pencatutan nama presiden dan wakil presiden kepada freeport untuk mendapatkan saham di perusahaan tambang tersebut, dan sebagai gantinya perusahaan freeport dapat memperpanjang kontrak kembali. Hal ini membuat publik mengetahui bahwa renegosiasi kontrak antara pemerintah dengan freeport belum terselesaikan. Wacana renegosiasi kontrak freeport sendiri telah diucapkan sejak kepemimpinan presiden susilo bambang yudhoyono, namun hingga pergantian kepemimpinan ke masa presiden jokowi belum menemui titik terang. Menurut peraturan Undang-Undang Nomor 4 tahun 2009, kontrak freeport dapat di renegosiasi 2 tahun sebelum masa kontrak berakhir. Sedangkan kontrak freeport berakhir pada tahun 2021, yang artinya baru pada tahun 2019 renegosiasi kontrak dapat dibicarakan lagi. Pada tahun 2015 telah terjadi penandatanganan perjanjian antara pemerintah Indonesia dengan freeport terkait upaya renegosiasi tersebut. Tujuan penelitian ini adalah mengetahui wacana politik dan jaringan aktor yang terlibat pada renegosiasi kontrak freeport. Penelitian ini menggunakan teori jaringan aktor dari Bruno Latour dan aplikasi Discourse Network Analyzer (DNA) sebagai alat untuk menganalisis dan menjawab rumusan masalah. penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan metode pengumpulan data menggunakan studi pustaka. Setelah melakukan analisis, peneliti menyimpulkan bahwa dalam renegosiasi kontrak antara pemerintah Indonesia dengan manajemen freeport belum jelas. Selain itu media kompas.com juga tidak turut membantu mengklarifikasi terkait pemberitaan renegosiasi kontrak, justru ikut terbawa arus mengikuti hasil renegosiasi.
English Abstract
This research explains about political discourse on the renegotiation of freeport contracts between the Indonesian government and PT Freeport Indonesia. The discourse of renegotiation freeport contract started when Setya Novanto became the perpetrator of doer the name of the president and vice president to freeport to get shares in the mining company, and instead the freeport company could renew the contract. It makes the public know that the contract has been renegotiation between the government and freeport has not been completed. The discourse of renegotiation freeport contract itself has been spoken since President Susilo Bambang Yudhoyono era, but until the change into President Jokowi era has not encountered a bright spot. According to Law No. 4 of 2009, freeport contracts can be renegotiated 2 years before the contract expires. While the freeport contract expires in 2021, which means that in 2019 renegotiations of contracts can be discussed again. In 2015 there has been a signing an agreement between Indonesian government and freeport related to the renegotiation effort. The purpose of this research is to know the political discourse and the network of actors involved in the renegotiation of freeport contracts. This research used actor network theory from Bruno Latour and the application of Discourse Network Analyzer (DNA) as a tool to analyze and answer of problem formulation. This research used descriptive qualitative research method with data collection method using literature study. After conducting the analysis, the researcher concludes that in the contract renegotiation between the Indonesian government and freeport management is unclear. In addition, kompas.com media also did not help to clarify related to the news renegotiation contract, but they also take apart with the conclusion of the contract renegotiation.
